O'Reilly, Director April 18, 1979 IE INSPECTION REPORT 50-369/79-15 50-370/79-07 APPENDIX A NOTICE OF VIOLATION License No. CPPR-83 Duke Power Company McGuire Unit 1 Based on the NRC inspection February 28 through March 2, 1979, certain of your activities were apparently not conducted in full compliance with NRC require-ments as indicated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by 10CFR 50, Appendix "B", Criterion V and as implemented by DPC Topical Report " Duke 1-A" Section 17, paragraph 17.1.5, activities affecting quality shall be prescribed by documented instructions, procedures or drawings.
Contrary to the above, main steam safety valves were assembled July 23, 1978 without documented instructions.
This is an infraction.
Response
A nonconforming Item Report (Serial #8394) was written to document the correc-tive action taken as a result of the work done without a controlled aasembly procedure. All Construction and Construction Quality Assurance personnel have been instructed that controlled manufacturer's instruction manuals must be used in conjunction with the information provided by Quality Assurance crocedure M-12, Valve Disassembly and Assembly Inspection prior to any work being performed by Construction on the main steam safety valves.
