April 12, 1979 Docket No. 50-245 50-336 Mr. George H. Smith, Chief Fuel Facility and Materials Safety Branch, Region I Office of Inspection and Enforcement U. S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, Pennsylvania 19406
Reference:
Nuclear Regulatory Commission Inspection 50-245/79-03; 50-336/79-03
Dear Mr. Smith:
Pursuant to the provisions of Section 2.201 of the NRC's " Pules of Practice", Part 2, Title 10, Code of Federal Regulations, this report is submitted in reply to your letter of March 20, 1979, which informed the Northeast Nuclear Energy Company of one apparent item of noncompliance with NRC regulations.
Item A 10 CFR 20.203, " Caution signs, labels, signals, and controls,"
required in Section (e) that, "(1) Each area or room in which licensed material is used or stored and which contains any radioactive material (other than natural uranium or thorium) in an amount exceeding 10 times the quantity of such material specified in Appendix C of this part shall be conspicuously posted with a sign or signs bearing the radiation caution symbol and the words:
CAUTIONI RADI0 ACTIVE MATERIAL (S) 2229 147 79061502of
Mr. George H. Smith Contrary to this requirement, on rebruary 12,1979, the 38' 6" elevation of the Unit 2 Auxiliary Building contained stored radioactive materials in amounts exceeding 10 times the quantity specified in Appendix C of 10 CFR 20 and the area was not posted with a sign or signs bearing the words " Caution, Radioactive Materials." Access to this area was controlled by locked gates and posted as a " Caution, Radiation Area."
Response A The 38' 6" elevation of the Unit 2 Auxiliary Building was immediately posted.with a sign bearing the radiation caution symbol and the words: CAUTION RADI0 ACTIVE MATERIAL (S), to comply with 10 CFR 20.203e(1). To prevent recurrence of this item, new radiological signs have been procured ~which contain the words " Radioactive Materials" in addition to the radiation and high radiation area designations to ensure compliance with all posting requirements of 10 'CFR 20.203.
0ther areas of Millstone Station were reviewed and additional postings placed where necessary.
It should be v+ad that since the areas were already posted as radiation are s, tne addition of the words -
" Radioactive Material (s)" to the Unit 2 Auxiliary Building posting and other signs in the stai; ion does not provide any additional protection to individuals entering the areas.
Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY iff/
