This letter forwards Licensee Event Report 78-23/3L-0 required to be submitted within thirty days pursuant to Millstene Unit 2, Appendix A Technical Specifications, Section 6.9.1.9.b.

The report concerns a failed spent fuel storage ventilation gaseous radiation monitor resulting in operation in action statement 14 of Technical Specification Table 3.3-6.

An additional three copies of the report are enclosed.
