This event is considered to be a reportable occurrenc'e as defined in the Technical Specifications, paragraph 6.9.2.b.4.
Conditions Prior to Occurrence The plant parameters at the time of the occurrence were:

Feedwater, 6.837 x 10 lb/hr 4
Stack Gas Activity: 3.66 x 10 pCi/sec.
Description of Occurrence On April 17, 1979, at approximately 1045 hours0.0121 days <br />0.29 hours <br />0.00173 weeks <br />3.976225e-4 months <br />, soil samples were taken from the immediate area of the drywell equipment drain tank line between the reactor building and the pipe tunnel. The isotopic distribution was consistent with that of primary coolant that had decayed for a month.
Apparent Cause of Occurrence The cause of this occurrence is attributed to component failure.
Analysis of Occurrence A complete analysis of this occurrence cannot be made at this time. On April 4,1979, core samples were taken outside the reactor building approxi-mately l'-8" from the DEDT line, and l'-7" from the pipe tunnel.

t Reportable Occurrence No. 50-219/79-10/3L-0 Page 2 May 17, 1979 soll samples were taken at the following depths of 5,10,15 and 20 feet below ground level. The analysis of the samples revealed no significant activity above normal background.
On April 17, 1979, excavation commenced in order to effect repairs.
It was at this time that activity was detected in the soll in the immediate area of the Drywell Equipment Drain Tank (DEDT) line.
Based on these analyses, it appears evident that the contamination was localized. The extent of contamination will be known af ter excavation is completed and further samples are analyzed.
A supplement to this reportable occurrence vill be forwarded at the com-pletion of necessary excavation activities ar.d analysis.
Corrective Action
On March 15, 1979, a leak was noticed in the vicinity of the inside penetration within the pipe tunnel.
A sample of the water in the pipe tunnel was analyzed and the gross beta concentration was 3.1 x 10- pCi/ml. The gamma isotopic analysis showed the isotopic composition to be the same as that of the drywell equipment drain tank water.
The immediate action taken was the preparation for rerouting of the DEDT line to prevent further leakage.
Rerouting of the line was accomplished on March 16,1979 Corrective action will consist of repairs to the lir.e, as well as the construction of a structure to enclose the pipe runs from the reactor build-ing to the main pipe tunnel.
