Dear Mr. Parker:

On February 13, 1979 you submitted (via telecopy) a copy of a security plan pursuant to 10 CFR 73.50 for the storage of Oconee spent fuel at the McGuire Nuclear Station. A subsequent phone conversation on February 16, 1979 between members of your staff and members of the Division of Safeguards revealed a number of changes that would be necessary for the implementation of this plan. At that time you indicated you would be making changes to the proposed plan and would submit a revised formal plan at a later date.

Your initial plan submitted pursuant to 10 CFR Part 2.790 is subject to withholding frem public disclosure, however a record of the transmittal must be handled accordingly.

In order to insure a clear record on this matter please submit a letter either withdrawing the original submittal or acknowledging it for the record as your original plan. This may be accomplished at the time you submit your revised plan.
