NOV 2 4 B78 APPENDIX A NOTICE OF VIOLATION Georgia Power Company License No. NPF-5 Based on the results of the NRC inspection conducted on October 17-20, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in our correspondence to you dated December 31, 1974.
Technical Specification 6.8.1 states, in part, that " Written procedures shall be established, implemented and maintained covering the applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, Revision 2, February, 1978." Regulatory Guide 1.33, Revision 2, Appendix A, Paragraph 7e(2) recommends that the performance of radiation surveys be covered by written procedures.
Plant Procedure HNP-2-10090 " Radiation Measurements" requires that radiation survey instruments be checked against a known source strength with + 20% accuracy."
Contrary to the above, Procedure HNP-2-10090 " Radiation Measure-ments" was not followed, in that neutron survey instruments were not checked against a known source strength as required by steps B.4.b, D.3.b and F.3.b of the procedure prior to signing the procedure steps as completed.
This is an infraction.
