Sutherland Gcntlemen:
The Georgia Power Conpany offers the following informatien in response to your letter dated November 24, 1978, describing an apparent noncompliance with NRC requirements noted during your October 17-20, 1978, inspection of the llatch Nuclear Plant.
During the inspection it was observed that startup procedure HNP-2-10090, which requires neutron survey instruments to be source checked tc a i 20%
accuracy before use, was not followed.
Since this occurrence, the following corrective steps have been taken.
The neutron survey instrument used during the radiation surveys identi-fied in the inspection report have been checked and found to be within the 1 20% accuracy requirement.
In the future, all neutron survey instruments will be source checked prior to their being used to carry out the intent of procedure UNP-2-10090.
In order to assure t at *:he same problem does not occur in the future, all parties involved have been instructed concerning the aspects of correctly fol-lowing the procedure.
Full compliance was achieved on October 26, 1978.
The inspection report contains no information which is believed to be pro-prietary.
