This refers to the inspection conducted by Mr. W.

L. Axelson of this office on February 28, March 1, 2 and 7, 1979, of activities at Morris Operation authorized by NRC Special Nuclear Material License No. SNM-1265 and to the discussion of our findings with Mr. E. Voiland and others of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel.

No items of noncompliance with NRC requirements were identified during the course of this inspection. However, during this inspec-tien, a matter was identified which needs management attention.

This is discussed in Paragraph 8 of the enclosed inspection report.

Please advise us in writing within thirty days concerning your intended action to resolve this matter, including completion date.

Based on discussions with Mr. E. Voiland and others of your staf f, we understand that the new Radiological Emergency Plan (NEDE-21894) will be fully implemented on or before April 15, 1979.

As you are aware, NRC's Office of Nuclear Material and Safeguards approved this plan and stated such in a letter dated February 5, 1979, to Mr. D. Dawson of your staff.

In accordance with Section 2.790 of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC's Public Document Room, except as follows.
