" Radiological Emergency Plan for Morris Operation." This plan has been reviewed by our Accident Analysis Branch and with the additional information submitted on October 30, 1978 has been found to be sati sfactory. A copy of our review of this plan is provided for your information.

An additional condition is to be included in the reissued license combining SNM-1265 and SNM-1281.

It is planned that the condition read as follows:

No changes shall be made in the Radiological Emergency Plan, NEDE-21894, as amended, which would decrease the effective-ness of the emergency plan without the prior approval of the Commission.

EMERGENCY PLANNING REVIEW We have reviewed the Radiological Emergency Plan for Morris Operation, NEDE-21894, Class II, revised October 1978. This plan was prepared by General Electric for their facility near Morris, Illinois for the receipt and storage of irradiated fuel from light water reactors.

This plan, along with a general emergency plan, a physical security plan, and a plan for transportation emergencies, constitute the planning base for responding to emergency situations. Also used in the review was information presented in the Consolidated Safety Analysis Report, NED0-2132J, A-series revisions.

The GE facility was required per 10 CFR 70.23(a)(ll) to submit in the application for license renewal,. plans for coping with emergencies. The elements listed in Section IV of 10 CFR 50, Appendix E were used in judging the adequacy of this plan.

The licensee has established an emergency organization to cope with a spectrum of accidents including personnel contamination or exposure, criticality, several events resulting from system failures, and a general emergency accident. The emergency organization is headed by the Manager - Morris Operation who is designated as the Emergency Coordinator.

The Operations Supervisor assumes the responsibility as the Emergency Coordinator until relieved, and along with Operations Technicians and one Safety Technician, constitutes the nucleus of trained personnel on shift who respond to emergencies.

Emergency personnel exposure criteria have been established.

Organization charts in the emergency plan show the lines of authority and identify members of the emergency organization. Their responsibilities are detailed in the plan. A succession of authority has been established. The emergency organization is activated by telephone, the public address system, or the emergency alarm system.

The Emergency Coordinator is responsible for directing the notification of offsite agencies, e.g.,

fire department, law enforcement.and hospital-ambulance services.

Four emergency classifications are established for the facility:

Personnel Emergency, Airborne Release Emergency, Release to Ground Emergency and General Emergency.

Each of the several accidents listed in the plan are identified with one of the above classifications.

Emergency action levels and corrective actions are specified for these accidents.

Other General Electric operations will provide the licensee with technical and logistics support as required. Agreements have been established between the licensee and the following local organizations to furnish supporting services:

St. Joseph Hospital, Joliet, Ill. - Hospital services.

Glenwood Medical Group, Joliet, Ill, - Physicians and related services.

Murray and Trettel, Inc., Northfield, Ill. - Meteorological data and predictions.

. Coal City Volunteer Fire Dept., Coal City, Ill. - Fire fighting, rescue-emergency and ambulance services.

University of Chicago, Division of Biological Sciences, Chicago, Ill. - Specialized medical services.

Agreements have also been reached with the following local, State and Federal governmental agencies having action responsibilities for radiological emergencies:

U.S. Department of Energy, Chicago Operations Office, Argonne, Ill. - Radiological assistance and emergency action.

Illinois Department of Public Health, Division of Radiological Health, Springfield, Ill. - Principal State agency for emergencies involving radiological consequences.

Grundy County Emergency Services and Disaster Agency, Morris, Ill.-

Civil defense emergency services.

Morris Fire Department, Morris, Ill. - Back-up fire fighting and rescue-emergency services.

Illinois State Police, Joliet, Ill. - Law enforcement.

Joliet Police Department, Joliet, Ill. - Law enforcement.

A first aid room is located at the site and is stocked With first aid supplies and equipment.

Facilities for the decontamination of personnel are also available.

Provisions have been made for transporting injured personnel who may be radiologically contaminated to St. Joseph's Hospital in Joliet, Illinois. Arrangements have been made for back-up hospital and medical services.

Quarterly drills are held for onsite personnel, and Emergency Brigade training is scheduled as a method of maintaining emergency preparedness.

The licensee provides specialized training and periodic retraining for those offsite organizations who may be called upon to respond to a request for assistance. This training is generally offered at the time that the letters of agreement are renewed (every 2 years).

The Emergency Planiis reviewed annually and is revised as required.

We have reviewed the information submitted by the licensee, including the Emergency Plan and appropriate sections of the Consolidated Safety Analysis Report. We find that emergency planning for GE's Morris Operation meets the requirements of 10 CFR 50, Appendix E and provides a basis for an acceptable state of emergency preparedness.
