Dear Mr. Evans:
With receipt of your letter of January 22, 1979, the NRC staff has completed its review of the Modified Amended Security Plans (MASP) for the Baltimor2 Gas & Electric Company's Calvert Cliffs Nuclear Power Plant, Units I and 2.
Two deficiencies have not been resolved. These deficiencies are significant enough to warrant imposition of license conditions to ensure the adequate protection of this plant. The staff position regarding these deficiencies to be included within the MASP is enclosed (Enclosure i).
This enclosed document is considered proprietary infomation and is being withheld from public disclosure pursuant to 10 CFR Section 2.790.
The purpose of this letter is to notify you of the deficiencies in the MASP prior to the release of the Security Plan Evaluation Reports.
This is being done in order to provide you with the opportunity to incorporate into the MASP the commitments identified in the enclosure.
Should you desire not to incorporate these additions and you do not then accept the additions into your MASP, you may initiate the NRR appeal process through the licensing project managers.
In the event the appeal is denied, an Order for Modification of the Licenses, in accordance with 2.204, to incorporate the staff requirements noted in the enclosure into the licenses will be issued.
