?w APPENDIX A NOTICE OF VIOLATION Georgia Power Company License Nos. DPR-57 NPF-5 Based on the results of the NRC inspection conducted on January 3-5, 1979, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in our correspondence to you dated December 31, 1974.

A.

Technical Specifications 6.13.1 (Unit 1) and 6.12.2 (Unit 2) require, in part, that each high radiation area in which the intensity of radiation is greater than 1000 mR/hr. be provided with locked doors to prevent unauthorized entry into such areas.

Contrary to the above, door T-29 leading to the turbine bay on the 164 foot elevation of the Unit I turbine building was found open at 4:15 p.m.

on January 3,1979.

This is an infraction.

B.

Technical Specification 6.8.1 states, in part, that, " Written procedures shall be established, implemented and maintained covering the applicable procedures recommended in Appendix

'A' of Regulatory Guide 1.33, November 1972 (applicable to Unit 1) and Revision 2, February 1978 (applicable to Unit 2)".

Regulatory Guide 1.33, Appendix A, paragraph HI of the November 1972 issue and paragraph 8.a of the February 1978 issue both state in part that procedures should be provided to assure that instruments are properly calibrated and adjusted at specified periods to maintain accuracy.

Plant procedure HNP-8104, " Fast-Slow Neutron Counter Model PNC-4 Operation and Calibration" requires that the instrument be within 120 percent of true field reading when exposed to a neutron source before considering the instrument satisfac-tory f or use.

Contrary to the above, Procedure HNP-8104 was not followed, in that a neutron survey instrument was used to perform radiation surveys on December 16, 1978 when calibration results recorded on November 28, 1978 and December 15, 1978 indicated the instrument response was not within 120 percent of the true neutron field reading.

This is an infraction.

A similar item for Unit 2 was previously identified to you in our letter of November 24, 1978.

Unit 1 Technical Specification 6.3.15 states, in part, that " Technicians in responsible positions shall have a minimum of two years of working experience in their specialty". Unit 2 Technical Specification 6.3.1 states, in part, "Each member of the Unit staff shall meet or exceed the minimum qualifications of ANSI N18.1-1971 for comperable positions".

Paragraph 4.5.2 of ANSI N18.1-1971 states, in part, that " Technicians in responsible positions shall have a minimum of two years of working experience in their specialty".

Contrary to the above, chemistry / health physics technicians with less than two years of experience were serving in responsible positions.

This is an infraction.

D.

10 CFR 20.203(f) requires that each container of licensed material bear a durable, clearly visible label identifying the radioactive contents and providing sufficient information to permit individuals handling or using the containers, or working in the vicinity thereof to take precautions to avoid or minimize exposures.

Contrary to the above, the following items were observed without proper labels:

1.

Contaminated liquid transfer hoses stored under stairs in Unit 1 radioactive waste building 2.

Bags of contaminated tools and equipment stored on Unit I and Unit 2 refueling floors.

This is a deficiency.
