OPERATING LICENSE REVIEW SCHEDULE FOR BYRON STATION UNITS 1 AND 2, AND BRAIDWOOD STATION UNITS 1 AND 2 This letter is in regard to the establishment of a schedule for our review of your application for operating licenses for Byron Station Units 1 and 2, and Braidwood Station Units 1 and 2.
We have e"-luated our workload and
_ your construction schedule and based on this evaluation, we estimate the Prospective Decision Date to be September 1981. A summary of the more important milestones for the operating license review schedule is provided in the enclosure for your information and review.
It should be realized that the enclosed dates are target milestones which may require some changes as the review process proceeds. While we will not inform you formally by letter of minor changes to the schedule, we will confirm in writing significant changes to the schedule.
The safety review schedule milestone dates in the enclosure are applicable to all areas of our review except the Division of Operating Reactors, Reactor Safeguards Licensing Branch review of the Byron and Braidwood security plans. We plan to complete this review prior to the issuance, of the Safety Evaluation Report, but have not scheduled intermediate milestones.
We plan to give you notice of these intermediate milestones early enough for you to plan your development of responses consistent with the schedule for issuance of the Safety Evaluation Report.
Any matters of disagreement or areas of uncertainty which might arise~
during the review of your application should be discussed promptly with Calvin Moon, your licensing project manager.
If he cannot resolve them himself, he will arrange for a meeting with appropriate management to discuss them. This will avoid unnecessary shcedule delays.

Many of the milestones of the staff review require specific input, preparation, or participation from you, such as responses to questions, site visits, ACRS meetings, and responses to public and agency comments.
For this reason, we believe that you should critically review the dates associated with.these important milestones and advise us as to whether you believe the dates are realistic or should be adjusted.
