MEMORANDUM AND ORDER The Board has the following directions and requests for the evidentiary hearings on the remanded issues:
1.
The testimony of the Applicant's witnesses will be received first.
2.
The Applicant is requested to produce as a witness the Manager, Corporate Nuclear Safety and Quality Assurance Audit Section referred to in the Table, " System Planning and Coordination Department," Applicant Exhibit GG.
3.
The Applicant is requested to produce a witness, documents, or both, which will explain in full the course content in the subjects of Quality Assurance (Corporate Position), Nuclear Safety (Corporate Position),
and Health Physics (Corporate Position) in the Employee Orienta tion Program.

The Staff is requested to make Mr. F. S.
Cantrell available to listen to the testimony of the Applicant's witnesses, i
particularly the testimony of Messrs.
Banks and Utley.
A copy of Applicant's direct written testimony should be pro-vided to Mr. Cantrell who is requested to L
read it in advance of the hearing.
5.
Staff witnesses should have general f amiliarity with the November 1978 report of the Office of Inspector and Auditor, and particular familiarity with any portion of the report pertaining to each witness and the subject matter of each witnesses' respective testimony.
6.
The Board intends to receive into evidence the November 1978 report of the Office of Inspector and Auditor without a sponsoring witness.
Any party who objects to this procedure shall do so as soon as possible, but in no event later than February 16, 1979.
The Staff should be informed immediately by telephone of any such objection,

The Staff is requested to provide copies of responses to the memorandum from C. E. Murphey dated October 3, 1978 attached to the written testimony of Panel II.
