In preparation for the upcoming hearings relative to the proposed amendment of Special Nuclear Material License No. 1773, we have found a need for some additional information.

Attached as an enclosure to this letter is a list of questions pertaining to the Natural Resources Defense Council (NRDC) Contention No. 3.

In light of the limited time remaining to allow for preparation of this adjudicatory process, we ask that you give this request immediate attention and provide a response by April 23, 1979.

.s QUESTIONS TO DUKE POWER COMPANY REGARDING THE PROPOSED AMENDMENT TO SHIP SPENT FUEL FROM OCONEE TO McGUIRE 1.

What are the variable O&M and fuel costs of plants on the Duke Power Company system which must operate at higher capacity factors ir, order for Oconee to operate as a last-on, first off base-loaded plant?

2.

What are the variable 0&M and fuel costs of Oconee?

3.

At what average capacity factor must Oconee operate in order to obviate the need to discharge spent fuel before the spent fuel pool capacity at Oconee is able to accomodate the discharge?

4.

Discuss the technical practicability of operating Oconee for last-on first-off base-loaded service.

5.

Provide any other factors which should be considered in using Oconee for last-on, first-off base-loaded service.

6.

Provide the cost of purchased power if Oconee is shut down for a year and show how this is derived, using the expected annual capacity factor of Oconee.

Give the assumed sources of purchased power. Would there be a need to purchase capacity?

If so, what would this cost be?

7.

What is the basis for your cost estimate of $34,500/ assembly for the construction of a new and separate facility? Provide Duke Power Company's "1976 ISFSI Study".

8.

To enable a cost comparison with the value given in Question 7, provide the estimated cost per assembly for storage of spent fuel at the following:

a) McGuire Pool b)

Catawba Pool c) An at-reactor Independent Spent Fuel Storage Installation (ISFSI) designed in such a manner to take advantage of existing facilities at the Oconee plant.

Cost estimates should be on the same basis, e.g.1980 dollars.
