f eket No. 50-289 25i 12 1974 License No. DPR-50 NOTE TO FILES on May 22, 1974, I discussed Section 3.4 (Turbine Cycle) of the Technical Specifications with J. Herbein (Station Supt.) and L. Spessard (RO-I Inspector). A question arose as to whether the leaking steam check valve MSV-9B could be temporarily isolated for repair by closing valves MSV-2b %SV-8B, MSB-10B and MSV-13B while the plant is hot.

Closing valves EV-2B and MSV-8B cuts off three of the six turbfne bypass valves from the steam line. It was noted that Technical Specification 3.4.2 requires four out of six of these bypass valves to be operable.

The maintenance allowance of 3ection 3.4.6 permits any component of 3.4.3 (pumps) or 3.4.5 (" System piping and valves, directly associate 1 with the above...") to be removed from service for 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> for maintenance.

I stated that Section 3.4.5 should be construed to include a 48-hour outage allowance for the turbine bypass valve string.

It was noted for clarification that each bypass valve has a nominal rating of 2.5% power.

Since the nominal decay heat removal requirement is 5% of rated power, four bypass valves actually constitute two redundant decay heat removal paths.

Consideration will be given to clarification of this passage at the next convenient opportunity.
