Docket No. 50-289 License No. DPR-50 Inspection No. 76-16 RESPOUSE TO DISCRIPTION OF APPARE'IT INFRACTION APPARENT INFRACTION Appendix B to Facility Operating Licence DPR-50, Envircnmental Technical Specifications, Sections 5.5.1.h and i require procedures for the analysis of radioactive liquid and gaseous vastes.

Three Mile Island Station Chemistry Procedure 1973, Verification of Sample Representativeness and Accuracy - Effluents, requires that: Blind duplicate samples of one evaporator condensate storage tank and one vaste gas decay tank taken prior to the release of the tank shall be run each month to determine the reproduceability of sampling and analytical techniques; analysis of duplicate samples shall be performed by different persons; and the results of the first analysis shall not be made available to the person perform-ing the second analysis.

Contrary to the above requirement, blind duplicate samples of the evaporator condensate storage tank and vaste gas decay tank were not taken and analyzed for the mcnths of February, March, April, May, and June, 1976.

RESPONSE TO APPARETT INFRACTION The blind duplicate samples were not taken because cf the full workload in the laboratory and the low priority assigned to these samples.

The priority of these samples has been increased and the Chemistry Department foremen have been advised of the requirement to obtain these samples and to perform the analysis. Additionally, monthly audits vill be performed to ensure that all necessary analyses are being performed.
