Docket No. 50-289 License No. DPR-50 Inspection No. 76-25 Descrittien of Infraction 10 CFR 50, Appendix 3, Criterion V, states, in part:
" Activities affecting quality shall be prescribed by dccumented... procedures...
and shall be acco=plished in accordance with these.... procedures..."
Paragraph 45 2.k.2 of Licensee Procedure 110h h5 titled " Fire Protec-tien' states, in part:
" Portable Fire Extinguishers... weighted and t
inspected =cnthly."
Contrary to the above, the monthly inspection of portable fire extin-guishers had not been performed during February through June and September, 1976.
Resuonse to Infraction Monthly inspection of fire extinguishers is performed by the Three Mile Island Mechanical Maintenance Department.
In the past during periods of heavy Maintenance Department workicad, e.g. Refueling Outage February-May 1976, perfor=ance of critical path maintenance activities have caused continual delay and eventual emission of the monthly fire extinguisher

inspection. Although these inspections have been omitted during periods of peak maintenance activity, Maintenance Procedure lh10-Y-26, Welding and Cutting Procedure for Fire Safety, which requires approval of a permit for all velding and cutting operations, adequately insures that fire extinguishers are accessible and operable in the areas of such vork.
The fire extinguisher inspections are t eing perfor=ed by the Mechanical Maintenance Department and we are ncv in full compliance.
In the future, it is anticipated that this work vill be re-assigned to another group a7 TMI and the 11spection vill be performed under the direct supervision of the TMI Safety Supervisor.
