Po'st Office Dox 847 Earnwell, South Carolina 29812 Dear Mr. Price; Your letter of January 15, 1975 to the ConTaissioners of tiRC regarding the status of construction of the AGNS plant has been referred to ne for reply since some licensing actions concerning AGi S are pending before the Atomic Safety and Licensing Coard.

The Commission may be called upon to review the findings of the Board, therefore, it is appropriate that discussions concerning the issues raised in your letter be held with the staff.

Ue reccgnize the impact that the timing of the~ final Commission decision on the Generic Environmental Statement for Mixed Oxides (GESMO) and related safeguards studies has on the design, and construction of the Plutonium Product Facility.

As you know, a notice was published in the Federal Register on December 9,1974 soliciting public comments on the hearing to be held in connection with GESMO.

The comment period has expired and the staff is currently compiling cor.ments which will be considered by the Commission in determining the nature, scope and timing of a hearing to be held.

A number of comments received from the public concern safeguards related to plutonium recycle which will not be fully resolved until ongoing safeguards studies are ccm-pleted.

The interface of these ongoing studies with the schedule and the progress of the hearing will be revieucd soon by the Ce:Taission.

Uith regard to the problcm of limited _ plutonium nitrate storage capacity at your plant, Mr. John A. Erlewine, General ilanager of the Atcmic Energy Commission, sent you a letter dated December 19,197/L responding to your request for the Comission to consider storing the plutoniem nitrate.

In iiis letter, !1r. Erlewine agreed that a study t;ould be undertaken'on this na tter.

Ue understand that ERDA vill ccmunicate with you soon about the results of this investigation.
