Enclosed are questions related to our initial revie i of your application c

dated July 3,1974 to construct a Plutonium Product facility (PPF) in a separate building adjacent to your Separations Plant.

I!e have not included any questions on the structural features of the PPF because portions of the PSAP, dealing with these features were submitted ct later dates and our rev-ieu is not yet co. plcte.

He will infora you of our revieci schedule for the structural aspects in the near future. !!ith respect to the enclosed (y'

questions, we would appreciate as sc'n as possible your estimate of when you will respond to the questions so that we nay appcopriately revise the revie;I schedule that we previously discussed with you.

The licensing of the PPF is being considered under the provisions of 10 CFR Part 70, "Special !!uclear Material", since the PPF is not considered a production or utilization facility as defined in 10 CFP, Part 50.2.

Accordingly, your application has been assigned Docket i!o. 70-1821.

Construction of the PPF is.not to comence without prior approval.

In-cluded among those matters which need to be evaluated before such approval is granted are the quality assurance program, the design of the structural capcbilities of the facility, and the environmental impact under IEPA.,

Decause we have deter.nined that your application should be considered under the licensing provisions of 10 CFP, Part 70, it is necessary that you remit the fee specified by 10 CFR Part 170 for Plutonium Processing and Fabrica-tion Plants (Category 1.D) as soon as possible.
