The Nuclear Regulatory Commission (the Commission) has fcund that:
A.
The application for amendment by Consumers Power Company (the licensee) dated February 19. 1979, complies wi th the ' standards and requirenents of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I',
B.
The facility will operate in conformity with the application, tne provisions of the Act, and the rules and regulations of tne Commission; C.
There is reasonable assurance (i) that the activities autnorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that su:h a;tivities will be conducted in compliance with the Con,ission's regulations; D.
The issuance of this amendment will not be ininical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Conmission's regulations and all applicable requirenents have been satisfied.

Mr. Davio Bixel February 27, 1979 of CPCo and the f RC have discussed the capacity of the spent tuel pool several times to resolve whether the permissible storage capacity was 193 assemblies as designed or 120 assemblies as implied by Specification 4.2.ll(b). Although it was agreed that 193 assemblies was the proper maximum storage capacity, Section 4.2.11(b) was not changed as it should have been to eliminate any confusion.
The licensee's proposed amendment would clarify the specifications, remove the apparent discrepancies between NUREG-0020 (Operating Units Status Report-Licensed Operating Reactors) and the specifications, and document the maximum storage capacity of the spent fuel storage pool at 193 irradiated fuel assemblies consistent with the existing design.
When the Standard Technical Specifications are adopted for Big Rock Point, some of the descriptive material now contained in Sections 4.2.ll(a) and (b) will be eliminated.
Since the proposed change will clarify the Technical Specifications, will remove interpretive discrepancies, does not change any previous analysis, and only reflects the facility as it has existed since 1968, we consider the amendment to be administrative in nature and acceptable.
Section 8 of the Techr.ical Specifications was deleted by Amendment No. 19 dated September 1, 1968. The deletion of reference to Section 8 is also an administrative-type change.
The amendment corrects the Specifications and therefore does not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant environmental impact.
Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR 551.5(d)(4) that an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.
Since the amendment is administrative in nature, it does not involve significant new safety information of a type not considered by a previous Conmission safety review of the facility.
It does not involve a significant increase in the probability or consequences of an accident, does not involve a significant decrease in a safety margin, and therefore does not involve a significant hazards con-sideration.
We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this 3ction and that the issuance of this amendment will not be inipical to the coron defense and security or to the health and safety of the DUDliC.
