Dear Mr. Bixel:

The Commission has issued the enclosed Amendment No. 23 to Facility Operating License No. DPR-6 for the Big Rock Point Plant. The amendment consists of changes to the Technical Specifications in response to your request dated February 19, 1979.

Your submittal requested that we delete reference to the non-existent Section 8 in the description of the Spent Fuel Storage but did not note the same error in the description of the New Fuel Storage.

We discussed this change with representatives of the Consumers Power Company and have deleted the reference from the description in both Sections 4.2.11(a) and (b).

The amendment changes Sections 4.2.ll(a) and (b) of the Technical Specifications to correct the description of New Fuel Storage and Spent Fue.1 Storage and to make these sections consistent with previously approved changes to the Technical Specifications.

The current Technical Specifications contain a description of the spent fuel storage pool which identifies two of the four existing storage racks.

In addition, the fuel types described in Sections 5 and 8 are referenced. However, Section 8 was deleted in a previous

' amendment because the data was obsolete and not applicable.

According to the licensee, the spent fuel storage pool was altered in 1967 and 1968 when two racks accommodating 48 and 25 assemblies were installed.

The licensee did not change the Specifications in 1967 or 1968 because the analysis considered the capacity of the spent fuel pool as it now exists and Section 4.2.11(b) was considered to be descriptive rather than limiting.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

For further details with respect to this action, sJe (1) the application for amendment dated February 19, 1979, and (2) Amendment No. 23 to License No. DPR-6, and the Commission's letter of transmittal.
