Subj ect: NRC Inspection of Palo Verde Units 4 and 5
This .efers.to the inspection conducted by Messrs.
L. E. Vorderbrueggen,
and T. W. Hutson of this office on November 6-8, 1978, of quality assur-
ance activities pertaining to your application for a construction permit
for Palo Verde Units No. 4 and No. 5, and to the discussion of our find-
ings held by Mr. Vorderbrueggen with Mr. Van Brunt and other members of
your staff at the conclusion of the inspection.
The inspection was an examination of quality assurance program implementation
within the are.c of:
(1) organization, (2) design, (3) procurement, (4) audit,
(5) supplier surveillance, (6) site testing and evaluation, and (7) the gen-
eral provisions of the quality assurance program. Within these areas, the
inspection consisted of selective examinations of procedures and representa-
tive records, interviews with personnel, and observations by the inspectors.
No items of noncompliance with NRC requirements were identified within
the scope of this inspection.
In accordance with Section 2.790 of the NRC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulaticns, a copy of this letter
and the enclosed inspection report will be placed in the NRC's Public
