This memorandura is in response to your note of Februnry 2,1982 and the commitment made during the meeting of February 1,1982 in Mr. Jordan's office. As agreed upon during that meeting, Mr. Jordan and I reviewed all of the IE bulletins issued during calendar years 1979,1980 and 1981. We listed all of the bulletins that we judged may still require sufficient licensee effort ta be worth tabulation. The status of these bulletins are summari7ed in Table 1. with two exceptions. The exceptions are Bulletins 79-21, "Tegerature Effects on Level Measurements" and 80-11, " Masonry Wall Design." The most knowledge personnel regerding these bulletins were not available. We will provide you with e summary status of these two bMletins as soon as poss5ble.

These would be referred to the CRGR before implementing new requirements. The two issues are (1) 17 plants were not required to perform en inspection during construction of cont &inment penetrations (flued head fittings) on piping and (2) the ASME code does not currently require ISI of the welds in these penetrations.

At the present time th(se plants with cracked spargars (Pilgrim, Oyster Creek) have chosen to repair, rather than replaced, subject to NRR approval of repairs.
