Status Report for Week Ending September 2,1974 Pacific Gas and Electric Company Diablo Canyon Nuclear Plant, Units 1 6 2

Docket Nos. 50-275/323 The SER, minus geology and seismology, hydrology, and ECCS evaluation, is scheduled to be issued on 10/11/74.

The limiting item in the safety review is still geology and seismology.

PG6E's final report on this subj ect is scheduled to be submitted on 10/11/74.

Staff and USGS review of this report will require approximately sixty days; assuming favorable resolution of these items, a supplement to the Safety

Evaluation will be published around 12/27/74. The ACP.S has indicated that they will require a full Subcommittee meeting on geology and seismology once our supplement is issued. This would mean that the Full ACRS Committee would not consider these matt ers until February of 1973. A11oving appropriate time for the hearing and initial decision, the projected PDD ?s 8/1/75.

About one-third of the construction workers are now back tc work at the site; PGGE expects the full work force to be back to work by nid-October.

R0 estimates the earliest possible fuel load dat e for Unit I to be mid-Junc of 1975. Ilowever, assuming the typical delays which PGSE has incurred l

I Status Report for the Week Ending September 27, 1974 Consolidated Edison Company Indian Point Unit 3 Docket No. 50-286 A supplement to the SER to address the remaining outstanding technical iss ses and the items identified in the ACRS letter is currently scheduled to be issued by November 15, 1974.

Con Ed will be required to use the scandard Westinghouse technical specifications and this ef fort has been initiated.

The FES is scheduled to be issued on November 29, 1974.

The major effort to be completed is verification of the young-of-the-year fish model and adult fish adel. The pacing iten for this ef fort is obtaining f rom the applicant critical data on "f" factors at the Indian Point intakes for the young-of-the-year model.

The staff's response to Mr. Roistan's request for a show cause order concerning the seismicity of the Indian Point Site is essentially complete and should be released from OGC for transmittal this week.

The technical staff has concluded in the response that the "g" value of 0.15 used for the design of IP2 and IP3 is adequate.

The completion of our review of Con Ed's financial qualifications has been delayed, because of the departure of Bruce Hurt.

At present, we intend to present the conclusions of our evaluation in the November 15, 1974 SER Supplement.

. The matter that may af fect our schedule for issuing an operating license to the greatest degree is the impending sale of IP3 to PAShT.

As of September 27,1974, PASh7 still plans to purchase IP3. However, two milestones must be reached before PASST can file applications to amend the construction permit and operating license application. These milestones are (1) a f avorable ruling from the Internal P.evenue Service regarding PAShT's intention to issue tax exempt bonds and (2) a decision by the board of trustees to approve the purchase by PASh7 and the amount of money availabic for the purchase.

Following completion of these two milestones PASNY representatives have indicated that they will hold a meeting with the staf f to discuss their plans and schedules for filirg applications and to discuss any changes they intend to make in the design or operation of the IP3 facility.

We are continuing our review of outstanding radiological and environ-mental matters with Con Ed and will continue to do so until such time as PASNY files formal applications.

Con Ed is nos projecting a fuel loading date of February,1975.

RO estimates the date to be March, 1975.

However, the transfer of ownership and optration to PASNY may impact the fuel loading date significantly.

Status Report for the Week Ending September 27, 1974 Louisiana Pvwer and Light Cc pany F erford Steam Electrir Station, Unit 3 Docket No.

50-382 A second Limited Work Authorization (LWA) was issued to Louisiana Power & Light on July 24, 1974, authorizing the pouring of the foundation mat and vertical exterior walls below grade. This is the first issuance of a second LWA.

LP&L has indicated they will not proceed with work under the LWA because antitrust may hold up the construction permit issuance beyund c :mpletion of the LWA work, and because construction financing cannot be obtained prior to issuance of a construction permit.
