This refers to the inspection conducted by Mr. D. G. Wiedeman of this office on March 11, 12, 17, 18, 19 and 20, 1980, of activities at the Calumet, Fort Wayne and West Lafayette Campus authorized by h1C By-product Material Licenses No. 13-02812-07 and No. 13-02812-04 and to the discussion of our findings with the Radiologic Control Committee.

The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspection consisted of a selective examination of pro-cedures and representative records, observations, independent measure-ments, and interviews with personnel.

During this inspection, certain of your activities appeared to be in noncompliance with NRC requirements, as described in the enclosed Appendix A.

During the discussions at the conclus;on of the inspection, our in-spector expressed concern over an activity which appears to be in con-flict with accepted radiological safety practices, as documented in Report No. 48 of the National Council on Radiation Protection, Section 5.1, page 29.

In this regard, you permitted smoking, eating and drinking in laboratories where low energy radionuclides (H-3 and C-14) are used.

In your reply, please address this concern by stating the Radiologic Control Committee's position regarding these matters and actions ini-tiated to improve control in these areas.

- in reply, including for each item of mooccepliance: (1) corrective action takan and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full complim e e will be achieved.

In addition to our concern for co aective action with respect to the specific items of noncomplines acted, we are concerned about your management control system that has permitted these items to occur.

Consequently, in your reply to this latter, please describe thoes actions taken or planned to improve the affectiveness of your akangement control over your licensed activities so as to preclude the recurrence of these or similar items of moncomplimee.

We will gladly discuss say questions you have concerning this inspec-tion.
