The Cor. mission has issued the enclosed Amendment No. 51 to facilfty Operating License No. DPR-39 and Amendment No. 48 to Facility Operating License No. DPR-48 for the Zion Station, Unit Nos. I and 2, respectively.

The amendnents consist of changes to the Technical Specifications in response to your application of September 26, 1977, (as revised August 13, 1979), and your application of October 13, 1978.

These amendo.2nts revise the Environmental Technical Specificaeions (ETS) contained in Appendix B to the licenses to delete the 8*F per hour rate of temperature change under nomal startup and shutdown (Specification 1.1.B) and its associated monitorings (Specification 2.1.C).

This action is consistent with the U. S. Environmental Protection Agency's 316(a) determination of June 30, 1977 which removed all discharge temperature limits from the National Pollutant Discharge Elimination System (NPDES) permit for the Zion Station.

In addition, these amendments delete Table B.4 " Estimated Chemical Usage" and chemical usage requirements from Specifications 1.3, 2. 3, 3.1 ard 3. 2.

We proposed and CECO agreed to adding a requirement for submittal of a chemical release report for the station with the annual report.

The amendments do not involve significant new safety infonnation of a type not considered by a previous Commission safety review of the f ac il i ty.

They do not involve a significant increase in the probability or consequences of an accident, do not involve a significant decrease in a safety margin, and therefore do not involve a significant hazards consideration. We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action.
