S. "uclear Regulatory Commissicn (the Commission) has issued Amendnent !!o. 51 to f acility Operating Lic, nse No. DPR-39, z.ad Anendment No. 48 to Facility Operatir.g Licente No. DPR-48 issued to the Comnonwealth Edison Company (the licensee), which revised Tech-nical Specifications for operation of Zion Station, Units 1 and 2 (the facilities) located in Zion, Illinois.
The anendnents are effective as of the date of issuance.
The anendments revise the Environmental Technical Specifications (ETS) contained in Appendix B to the licenses to delete the 8 F per hour rate of temperature change under tiornal startup and shutdown and its associated nonitoring.
This action is consistent with the U. S.
Environmental Protection Agency's 316(a) determination and subsequent removal of all temperature limits from the NPDES permit for Zion Station.
In addition, these amendments delete Table B.4 " Estimated Chemical Usage" and usage requirenents and adds a requirement for submittal of a chenical release report for the station with the annual report.
The application for the anendments conplies with the standards and requirenents of the Atomic Energy Act of 1954, as amended (the Act), and the Conmission's rules and regulations. The Comnission has nade appropriate findings as required by the Act and the Commission's ty g10 0 4 0 hk 1098 223

-2 mies and regulations in 10 CFR Chapter I, which are set fort.h in the 1icense anendients. Prior public notice of these anendnents was not required since the amendments do not involve a significant hazards C ofis i d er a t i o n.
The connission has prepared an Environmental Impact Appraisal f or the revised Technical Specifications and has r encludet' t' a t an environnental inpact statenent for this particul r action is not warranted because there will be no significant environnental inpact attributable to the action.
