Mr. Olan D. Parr, Chief Docket Nos. 50-338 Light Water Reactors Branch No. 3 50-339 Division of Project Management License No. NPF-4 U. S. Nuclear Regulatory Commission CPPR-78 Washington, D. C.

Dear Mr. Denton:
Mr. Parr's letter, dated May 23, 1979, indicates that the submission of a Process Control Program (PCP) for solidification and an Offsite Dose Calcu-lation Manual (ODCM) are required to complete your review of the proposed Ladiological Effluent Technical Specifications for North Anna, Unit No. 1.
As regard ; the PCP, we have provided in our letter of May 29, 1979, a de-scription of the operational problems associated with the installed Radio-active Waste Solidfication System. Since these problems currently prevent. -
operation of this system for its intended purpose, the shipment of dewater-ed resins is considered a justifiable alternative.
We believe, that the submission of a PCP is not appropriate at this time.
The ODCM for North Anna Power Station is attached for ycur review. This manual incorporates the guidance of NUREG-0133 and specifies the methodo-logy and parameters to be used for calculating the offsite dose contribu-tions due to radioactive liquid and gaseous effluents.
The methodology used for determining maximum set point values for radioactive effluent radiation monitors is included.
As stated in our letter of April 11, 1979, we feel that the information that has been provided is adequate for your review of our license amendment appplication.
We encourage your continuation of this review, and upon completion, would be pleased to meet with the staff to discuss any specific areas of concern if you determine that such would be beneficial.
Yours very truly, h.
