Dear Mr. Counsil:

The Commission has issued the enclosed Amendment No. 31 to Facility Operating License No. DPR-61 for the Haddam Neck Plant.

This amendment is in response to your application dated February 27, 1979.

The amendment revises the Technical Specifications to delete the limiting conditions for operation and surveillance re:;uirements for eight hydraulic snubbers on the feedwater system.

This change is required because during this refueling outage you replaced these hydraulic snubbers with mechanical snubbers. By letter dated March 2,1979, you submitted additional information which provided a comparison of the performance characteristics of the replacement mechanical snubbers with those of the previously installed hydraulic snubbers. This information showed that the rated load, the breakaway friction and the minimum travel for both types of snubbers are similar.

We therefore conclude that the exchange of the mechanical snubbers for the hydraulic snubbers is acceptable and the removal of the hydraulic snubbers is acceptable and the removal of the hydraulic snubber require-ments from the Technical Specifications is approved. The surveillance of the mechanical snubbers will be performed as part of your In-Service Inspection Program.

We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.

Having made this determination, we have further concluded that the amendment involves an action which is insignificant frgm the standpoint of environmental impact and pursuant to 10 CFR 551.5(d)(4) that an environmental impact statement or negative declaration a-d environ-mental im;act appraisal need not be prepared in conne:-ic

Mr. W. G. Counsil March 2,1 79 We have concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety rargin, the amendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.

A copy of the related Notice of Issuance is also enclosed.
