SUMMARY

Week Ending March 5, 1979 Kewaunee Nuclear Plan; On February 14, 1979, the Atomic Safety and Licensing Board dismissed the proceeding concerning expansion of the Kewaunee Spent Fuel Pool.

University of Delaware License No. P.-43 has been terminated following dismantlement and dis-posal of the AGN-201 reactor at the University of Delaware. The reactor fuel has been transferred to Oak Ridge, Department of Energy.

Salem Generatina Station, Unit 1 Salem Unit No.1 was inadvertently scrammed and, due to a Technical Specification provision regarding rod position indication tolerances, could not be restarted. Subsequent recalibration of the affected rod position indication allowed a normal reactor startup. On February 26, we were advised that the rod position indication had again drifted out of allowed tolerances and that, should a reactor scram again occur under these conditions, further action would be necessary.

Safeguards Security plans detailing the implementation of 10 CFR 73.55 have been submitted by all affected licensees and approved by NRC.

Beaver Valley Power Station, Unit 1 On February 26, 1979, the Beaver " alley Power Station (BVPS), Unit No.1 will begin shutdown as a precautionary measure against the pctential for liquifaction and loss of lateral support beneath the turbine building (non-Category I structure), and its effect on adjacent Category I structures as a result of rising ground water level at the site. On February 27, the river level receded and the plant returned to operation the next morning.

North Anna, Units 1 and 2 On February 28, 1979, the North Anna Appeals Board orally advised OELD that an evidentiary hearing has been ordered.

This hearing will address service water purr.phouse settlement and turbine missiles.

Pat-Down Search Reauirement The Deferral of the Pat-Down Search Requirement,10 CFR 73.55, was pub-lished in the Federal Register on February 28, 1979.

, Sweetwater Uranium Mill Licensed A source material license was issued by NRC to Materials Exploration Company on February 16, 1979 authorizing processing of uranium ore at their proposed mill in Sweetwater County, Wyoming.

DES Issued for Uranium Project A Draft Environmental Statement was issued by NRC for construction and operation of a Shootering Canyon Uranium Mill.

Qualification Testing of Electrical Components The first phase of the electrical connectors testing is scheduled for March 9 at Sandia.

3-D Program A Baseline Document that describes the NRC scope, costs and schedules for the international 3D program has been completed.

The formal agree-ment among NRC, Germany and Japan is nearing completion and will ba sent to the Commission for approval in the near future.

Emergency Preparedness The Iowa Radiological Emergency Response Plan received NRC concurrence on February 27, 1979. This brings the number of plans receiving NRC con-currence to eleven.

The Handbook for Federal Assistance to State and Local Governments in Radiological Emergency Response Planning has been published.

Information for Congressional Testimony Prepared summaries of NRC action on recommendations from seven GA0 reports.

This information was requested for the Chairman as background material for upcoming appropriations hearings.

DIVISION OF CONTRACTS Week Ending March 2,1979 RFP'S ISSUED RFP RS-01E-78-254 Title - Evaluation of NRC's Revised Inspection Program Description - This technical assistance is required by the Office of Inspection and Enforcement to determine the effectiveness and efficiency of the Revised Inspection Program and its concurrent impacts on the Commission, licensees, and the public.

The Contractor will develop the methodology for evaluation of all elements of the Revised Inspection Program:

Resident Inspection, Performance Appraisal, Independent Measurements, and Career Management and Training.

The results of this work effort will be used to prepare reports for OMB and the Congress in FY 1979 and 1980.

Kewaunee Nuclear Plant On February 14, 1979, the Atomic Safety and Licensing Board dismissed the proceeding concerning expansion of the Kewaunee Spent Fuel Pool. This followed a joint motion dated February 5,1979 by the licensees, inter-venors, NRC staff and the State of Wisconsin to the Board for an Order approving withdrawal of intervenors from the proceeding, in accordance with a settlement agreement entered into among the intervenors, licensees and the NRC staff dated February 5,1979.

University of Delaware License No. R-43 has been terminated following dismantlement and dis-posal of the AGM-201 reactor at the University of Delaware. The reactor fuel has been transferred to Oak Ridge, Department of Energy.

Salen Generating Station, Unit 1 On Friday, February 23, 1979, Public Service Electric and Gas Co.

advised us that Salem Unit No.1 had been inadvertently scrammed and that due to a Technical Specification provision regarding rod position indication tolerances, could not be restarted.

Subsequent trouble shooting and recalibration of the affected rod position indication allowed a nonnal reactor startup on February 24, 1979.

On February 26, 1979, we were advised that the rod position indication had again drifted out of allowed tolerances and that, should a reactor. scram again occur under these conditions, further action would be necessary.

Safeguards On February 24, 1979, the period in which power reactor licensees must implement 10 CFR 73.55 expired.

Security plans detailing the imple-mentation of this regulation have been submitted by all affected li-censees. The security plans submitted have been approved by the NRC staff and staff evaluation reports (SPERs) completed for all but ten operating reactors. These ten licensees were notified that they are required to follow the security plan submitted in compliance with 73.55, pending completion of the NRC review and approval of their plan.

Re-views of the remaining security plans are scheduled to be completed within a month.

- Eeaver Valley Power Station, Unit 1 At 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> on February 26, 1979, the Beaver Valley Power Station (BVPS), Unit No.1 will begin shutdown in conformance with administrative control procedures which were jointly agreed to by the NRC and DLC staff on January 26, 1979. This shutdown is a precautionary measure against the potential for liquefaction and loss of lateral support beneath the turbine building (non-Category I structure), and its effect on adjacent Category I structures as a result of rising ground water level at the site. Preliminary calculations by the staff and Duquesne Light Company (DLC) indicate that as the ground water level rises (up to 680 mean sea level) the safety factor against potential liquefaction decreases but is sufficient. Above 680 mean sea level, liquefaction becomes a potential only with the coincident occurrence of an earthquake of the safe shutdown earthquake (SSE) magnitude.

As a result of staff discussions with the utility, the administrative controls were imposed by DLC whenever the Ohio River exceeds the 680 mean sea level at the intake structure; the river level and ground water level at the site are assumed to be the same due to the site soil conditions. These procedures require the reactor to be in hot standby in six hours and in cold shutdown in the next thirty hours. The staff agrees with these controls and actions by DLC.

DLC notified the NRC Project Licensing Manager on February 25, 1979 that the 674 level was reached on 0500 hours0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> on February 24, 1979.

On February 27,1979 at 0630 the river level receded to 680 feet.

The plant returned to operation the next morning at 0809.

North Anna, Units 1 and 2 On February 28, 1979, the Appeal Board ordered an evidentiary hearing.

The Appeal Board will preside at the hearing on the issues of service water pumphouse settlement and turbine missiles.

ENCLOSURE B Antitrust and Indemnity Group Staff economists in the Antitrust and Indemnity Group have forwarded to DOE a completed chapter on competition in the electric utility industry for DOE's National Power Grid Study to be published in the Spring.

The chapter will appear in the second volume of the legislatively-mandated DOE report along with DOE contractor inputs for other chapters.

The first volume will contain DOE's recommendations and conclusions.

This NRC assistance was provided in accordance with a specific DOE request to the ED0 made last May.

0FFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING MARCH 2,1979 1.

Interagency Task Force on Icnizino Radiatici: On February 27, 1979, HEW Secretary Califano announced the releas6 for public comment of five work group reports of the subject Task Force. NRC staff representatives assisted in the preparation of these reports.

Copies of the reports were furnished to the Commissioners on February 27. The staff is now conduct::g an agency review of these reports with comments due to HEW by March 28. A sixth report, on institutional arrangements, is expected to be available shortly.

February 28, 1979 Meeting with FDA Concernino Problems Encountered in Attempting Epidemiolooic Studies of Nuclear Medicine Technologists:

On February 28, 1979, Robert Goldsmith and Ed Podolak, SD, met with Bart MacIntyre, Chief, Nuclear Medicine Board of the Bureau of Radiological Health FDA and his staff concerning the problems that might be encountered in attempting epidemiologic studies of nuclear medicine technologists. This followed a meeting the previous week with John R. Howley, a health physicist at NIH, which indicated that Nuclear Medicine technologists may be getting significant exposure while injecting 99mTc for diagnostic purposes. The meeting with BRH revealed that the exposed population with a sufficient latency period for cancers was probably too small for a definitive retrospective study, and that quantification of exposures would be quite difficult. The feasibility of a prospective study, perhaps combined with a cursory retrospective evaluation, is now under consideration.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Erding March 2,1979 Sweetwater Uranium f1ill Licensed Following publication of a Final Environmental Statement and the required 30 days waiting period, the Uranium Mill Licensing Section issued a source material license to Minerals Exploration Company on February 16, 1979 authorizing processing of uranium ore at their proposed mill in Sweetwater County, Wyoming. The mill will have a typical acid leach circuit designed to process + 3,000 tons of ore per day and produce ~ 900,000 pounds of yellowcake per year over its anticipated 15 year operating life.

DES Issued for Shootering Canyon Uranium Project, The Uranium 11111 Licensing Section has issued a Draft Environmental State-ment related to the Plateau Resources Limited, Shootering Canyon Uranium Project application for construction and operation of a uranium processing mill. The mill, which will be located in Garfield County, Utah, will use the conventional acid leach solvent extraction process and will have a nominal processing rate of 680 MT (750 tons) of ore per day producing about 224 MT (247 tons) of U 03 g per year. Tailings will be disposed of in an impoundment fomed by constructing a dam across the open end of a natural basin. The basin will be lined with low pemeability soils, a drain will be placed over the liner to dewater the tailings and a layer of high carbonate content mine waste rock will be placed over the drain to neutralize seepage. The tailings area will be reclaimed by covering with clayey materials, sandy soil, and course gravel and rock.

Technical Assistance to the Acreement States In response to a request for technical assistance by the Colorado State Department of Health, the Uraniun Mill Licensing Section is issuing the final report on the environmental impccts related to the expansion of the Cotter Corporation Uranium Mill in Canon City, Colorado.

Uranium Processina Acolication Assistance Reccest The Uranium Mill Licensing Section has received a request,from the Colorado State Department of Health for technical assistance in the review of an application from Gates and Fox Company, Inc., to construct and operate a uranium recovery process for very low grade uranium are at an existing uranium mine site at Naturita, Colorado. The process proposed would recover about 9,000 pounds of yellowcake per month from ore which is currently too low grade for transport to existing milling facilities.

Third Industry-Acency Meetina on Uranium Mininc and Pillina Studies Representatives of the Division of Fuel Cycle and Material Safety attended a meeting in Albuquerque, New liexico, on February 22-23 ccncerning environmental impacts of uranium mining and milling activities.

The NRC contractors performing field measurements of radon releases from uranium mines, mills and mill tailings had agreed that prior to publication of their findings, they would report the results of their studies to the mining and milling companies who allowed measurements to be made on their properties.

EPA also reported on results of their field studies at uranium mines and mills.

Public Meetinas Division of Safeguards is planning a seminar to provide licensees and other interested parties with infomation concerning the guidance documents prepared to support the Physical Protection Upgrade Rule.

It is scheduled to be held at the Defense Industrial Security Institute in Richmond, Virginia, March 27-28,1979.

IAEA/US fieetino on POTAS System Studies Division of Safeguards representatives participated in the Program of Technical Assistance for Safeguards (P0TAS) meeting at Brookhaven, New York during the week of February 26.

Other participants were from State, ACDA, DOE, Brookhaven National Laboratory, Battelle Northwest Laboratory, ar.d Science Applications, Incorporated.

The topics included reports on diversion analysis covering four facility types and reports on explanatory notes for design information questionnaires for four facility types.

OFFICE OF INSPECTION AND ENFORCEMENT Items of Interest Week Ending March 2, 1979 1.

The following Notification of Significant Enforcement Action was dispatched during the past week:

a.

EN-79-03 Twin City Testing and Engineering Laboratory, Inc.,

St. Paul, Minnesota - A Notice of Violation and a Notice of Proposed Imposition of Civil Penalties in the amount of $4,500 will be issued to the subject licensee. This action is based on two alleged items of noncompliance and involved an exposure to an individual to about 21.6 rems.

Preliminary Notifications relating to the following actions were dispatched during the past week:

a.

PNO-79-30 St. Mary's Hospital, Waterbury, CN - Missing Package Containing 300 Microcuries of Iodine-131 - The licensee reported that an unopened package containing 2.0 capsules of 15 microcuries each of iodine-131 was received and signed for at 5:30 a.m. on February 19. At 8:00 a.m., the package could not be found and a search did not locate the package.

From a helath standpoint, ingestion of the capsules would not deliver a medically significant dose. As of March 1, the package still had not been found.

PNO-79-31 Dresden Unit 3 - Fire in Main Transformer - A fire occurred in the Unit 3 main transformer on February 23. The turbine and reactor tripped due to the transformer fault.

Estimated length of outage to make repairs is eight to ten weeks.

PNO-79-32 D. C. Cook Unit 1 & 2 - Airplane Accident - An airplane carrying 0.63 curies of sodium-24 consigned to D. C. Cook ran off the runway at Benton Harbor, Michigan because of landing gear problems. The package of sodium-24 was undamaged and plant personnel, along with the resident inspector, picked up the package at the airport and delivered it to the plant.

PNO-79-33 Indianapolis, Indiana Airport - Report of Plane Crash Involving Radioactive Material - A small airplane carrying two packages of radioactive material, 21 millicuries of gallium-67 and 200 millicuries of xenon-133, crashed at the Weir-Cook Airport on February 27. The State of Indiana responded, made a survey, found the packages intact, and forwarded them to their destination.

PNO-79-34 Veterans Hospital, Syracuse, NY - Misadministration -

On February 26, six patients were injected with technetium-99m contaminated with molybdenum-99. The faulty moly-tech generator was removed from service and returned to Mallinckrodt Nuclear for analysis. The worst case dose to a patient was 12 rems (estimated) to the liver, which is comparable to a liver dose during a routine nuclear medicine examination of that organ.

PN0-79-35 Toledo Hospital, Tcledo, OH - Lost or Stolen 169-Ytterbium DTPA Shipment - A package containing 2.6 millicuries of ytterbium-169 as DTPA was received and signed for on February 26 and found missing on February 27. The empty outer cardboard container was found in the hospital trash. Questioning users of such material and additional searching were unsuccessful in locating the material.

Injection of the material for diagnostic purposes results in doses of 38, 3 and 0.2 rems to, respectively, the spinal column, brain and whole body. These doses are not medically significant.

Direct radiation from the vial is estimated to be five R/hr at one centimeter.

PNO-79-36 North Anna Units 1 & 2 - Release to Unrestricted Area -

On February 27, a maximum of about 700 gallons of contaminated water were apparently discharged to the effluent canal from Unit 2.

The initial estimate of radioactivity discharged was seven milli-curies. Unit 2 is not operational but was undergoing preoperational tests. Workers in Unit 2 were evacuated as a precaution but have returned to work.

OFFICE OF NUCLEAR REGULATORY RESEARCH Important Itens - Week Endino March 2,1979 LOFT The current schedule for performino the next nuclear test in LOFT is early May.

This test will be conducted at a power level of 37 MWt, which corresponds to a peak linear heat generation in the fuel of 12 kW/ft.

Thus, the peak power density in this LOFT test will be similar to that of current commercial light water reactors.

Qualification Testing of Electrical Comoonents The first phase of the Comission-directed testing of electrical connectors is scheduled for March 9 at Sandia. These connectors will simulate those in the Brown's Ferry plant.

RES is working closely with the NRR and IE staffs to ensure that the connectors and the test procedure duplicate as nearly as possible the connectors in the plant and the original qualification test for the connectors.

3-D Procram A Baseline Document that describes the NRC scope, costs and schedules for the international 3D program has been completed. This Baseline Document will not be changed except by formal change control procedures, and thus it will be a major tool for managing this complex program.

The formal agreement among NRC, Germany and Japan is nearing completion and will be sent to the Commission for approval in the near future.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING MARCH 2,1979 INTERNATIONAL COOPERATION Assistance with Black Fox Licensing Hearing IP assisted in preparing testimony for the Black Fox Construction Permit hearing in connection with intergranular stress corrosion cracking information received in confidence from Germany and Japan and subsequently classified by NRC.

H. Faulkner of IP attended the hearing on February 28 at the time the staff presented testimony dealing with pipe cracking.

The classified information was not asked for by any of the parties.

4 EXPORT / IMPORT AND INTERNATIONAL SAFEGUARDS Philipoine Comoonent Excort Assistant Secretary Pickering of the State Department has sent a letter to Chairman Hendrie requesting expeditious Commission review of the pending export license application for reactor components for the Philippine nuclear power plant now under construction. As a related matter, in response to a public inquiry, the staff has decided to place in the PDR all correspondence received from the public regarding the related Philippine reactor export license application.

Exports to EURATOM IP has issued several LEU routine reload export licenses to EURATOM countries following Comnission approval of the staff's recommendation that these exports be allowed despite the fact that written physical security assurances have not been received from all EURATOM members.

As of March 1, only Italy has failed to provide the necessary assurances.

Safeguards Crosscut Meeting Chris Kessler attended a Safeguards Crosscut Group meeting at DOE, Germantown, on Tuesday. The U.S. paper on safeguards at geologic repositories (for Working Group 7) was the principal topic of discussion.

State Aareements The State of Arizona informed us tha t the Minerals Exploration Company is withdrawing their application for a license for a uranium mill located about 45 miles northwest of Wickenburg, Arizona.

The Company plans to reassess the economic aspects

-of the proj ect.

Technical assistance on the review of the project has been provided by NMSS.

Emercencv Precaredness The Icwa Radiological Emergency Response Plan recaived NRC concurrence on February 27, 1979.

This brings the number of plans receiving NRC concurrence to eleven (Alabama, California, Connecticut, Delaware, Florida, Iowa, Kansas, New Jersey, New York, South Carolina and Washington).

The January 1979 revision of NUREG-0093 (Handbook for Federal Assistance to State and Local Governments in Radiological Emergency Response Planning) has been published.

This document is the operating manual which the members of the ten Federal Interagency Regional Advisory Committees use in their field efforts with the States and local governments.

Automatic distribution will be made to appropriate Federal, State and local government officials.

On Febraary 14 Mr. Robart (Region V State Liaison Officer) attended a meeting of the Region X Federal Regional Advisory Committee on State emergency planning efforts in Washington and Oregon.

- On February 15 Mr. Robart met with Marshall Parrott, Director of the Oregon Radiation Health Program in Portland, Oregon to discuss the Oregon Radiological Emergency Response Plant.

Procram Develocment During the week of February 12-16 the Region V S tate Liaison Officer met with officials in the State of Washington and Oregon.

In Washington on February 13, Mr. Robart attended an Energy Facilities Site Evaluation Council (EFSEC) meeting and discussed the pending monitoring subagreement with the Council's chairman, Nick Lewis.

Mr. Robart was also briefed on legislative proposals to reorganize the Washington State Energy Office and attended a hearing which discussed proposals to modify and/or improve the Washington Public Power Supply System's management capabilities.

On February 14 Mr. Robart was briefed by Jack Robertson, Regional Representative of the Department of Energy in Region X, Seattle, and the staff director of the Northwest Federal Regional Council on energy supply and demand trends in the Northwest.

During the meeting Mr. Robart offered to work with the Federal Regional Council on matters under NRC's jurisdiction.

On February 15 Mr. Robart met with the staff of the Oregon Energy Facility Siting Council and Representative Sandy Richards to discuss State energy planning matters.

Finally on February 16 Mr. Robart met with Kelly Woods, Acting Director of the Oregon Department of Energy to discuss Governor Atiyeh's energy plans for Oregon.

Mr. Woods noted that there were several proposals under consideration in the legislature to restructure the Oregon Energy Facility Siting Ccuncil and that the Governor had recently appointed two new members to the Council and reappointed one member, Marion Frank.

William Luch and John Thorpe were not reappointed by the Governor.

The Region V State Liaison Officer attended the Oregon Coastal Zone Management Association meeting at Gleneden Beach, Oregon.

The purpose of the week-long meeting was to encourage an inter-change between industrial users of the coastal zone, environ-mental protectors of the coastal zone and local governmental jurisdictions responsible for developing coastal zone management plans.

On February 21, Mr. Robart represented the NRC on a panel entitled Federal Consistencv: Words or Deeds, and outlined NRC regulatory procedures and respcnsibilities as they affect coastal zone management.
