PVNGS-4&S PSAR QUESTION 3A.10 Concerning Structural Engineering Question #5, how many cylinders will be used to determine the 70% f'c?

RESPONSE

A minimum of 3 test cylinder specimens are taken per the frequency requirements stipulated in Section 16.3.4.4 of ACI 301 except as interpreted in PVNGS-1,2&3 PSAR Sec-3.8.1.6.6.1.A.6. Two of these specimens are tested at the designated strength age for acceptance and one specimen is tested at 7 days for information. In addition, a min-imum of three test cylinder specimens per approximately 400 cubic yards are taken and used, as required, for the 3 specific purpose of determining the 70% f'c. When a test shows that 70% f'c has been attained, the cure is removed.

QUESTION 3A.11 In Question #4, you state that you use pozzolan. ACI 308 section 3.3.3 states that the curing for this type concrete should be not less than 3 weeks. However, in Question #5 you state that curing is 7 days or 70% strength, whichever is less.

We will require curing in accordance with ACI 308.

RESPONSE

ACI 308 Section 3.3.3 is referring to three weeks minimum curing time required for unreinforced massive sections containing pozzolan in the mix. This is not applicable to PVNGS concrete. Curing as described in Section 3.2.2 is being used by the project.

The PVNGS requirement is that curing methods and curing time shall be in accordance with ACI 301 and ACI 318 as interpreted in PSAR Sections 3.8.1.6.6.1.A and 3.8.1.6.6.1.C.

The mixes with pozzolan are not attaining 70% f'c in less than 7 days. Therefore, the minimum curing period for these mixes is 7 days.

QUESTION 3A.12 3 ACI 308, Section 3.2.3 states: "For some structural members, such as columns that are comprised of high strength concrete

{6,000 psi (420 kg/cm2 ) or greater } curing periods may be increased to 28 days..." This statement may be applicable to PVNGS.

RESPONSE

This statement is not applicable to PVNGS. The only 6000 psi concrete being used is the containment cylinder and dome and the primary shield wall inside containment.

The minimum curing period for this mix is 7 days since 70% f'c is not attained in less than 7 days.

PVNGS-4&S PSAR QUESTION 6A.3 Mitigation of a passive failure during long-term cooling fol-lowing a LOCA requires additional information. Provide the following:

(a) Identify and justify the maximum leak rate assumed in your passive failure analysis.

(b) Justify that a leak in an ECCS pump room of 50 gpm can be mitigated such that no vital equipment is flooded given operator action no sooner than 30 minutes following the first leak detection alarm in the control room. Identify 2

the alarm (and time of its annunciation) which alerts the operator to the leak. The alarm considered must be in the control room and be IEEE-279 except for single failure requirements.

(c) Justify that the operator can identify and isolate the faulted line given the information available to him in the control room.

RESPONSE

(a) The maximum expected seal leakage rates are given in PVNGS-1,2&3 PSAR table 15.4-7A. The radioactive drain system for the auxiliary building ECCS pumprooms l3 is conservatively sized for a 50 gal / min leakage rate.

(b) As the room drains are sized for a 50 gpm leakage rate, no operator action is required to prevent flooding by 2

a leak of this magnitude sooner than 30 minutes follow-ing the first leak detection alarm in the control room.

PVNGS-4&5 PSAR designed to annunciate in the control room upon one or more of the following level indications:

1. The drain in each ECCS pump room is provided with a high level alarm with control room annunciation.

3l 2. Each ECCS pump is also provided with a high-high level switch with control room alarm. This switch is located on a compartment wall 9 inches above the floor elevation.

3. Each ESF sump is provided with a low-low and a high-high level switch which alarms in the con-2 trol room.
4. Similar high and high-high level switches with control room alarm are provided in other ESF equipment areas including the shutdown cooling heat exchanger rooms and the pipe chase area rooms.

The high level alarm in the drain of each ECCS pump room is Seismic Category I and meets the requirements 3

of IEEE-279-1971, except for the redundancy requirements.

(c) Since multiple level switches and alarms monitoring fluid levels in each train-related compartment and 2 sump are provided, the control room operator is able to identify the faulted train and isolate the appro-priate ESF train using the information available to him in the control room.

PVNGS-4&5 PSAR QUESTION 6A.4 Provide assurance that no manually operated valves in the ECCS, if incorrectly positioned, can significantly degrade ECCS per-formance. If any such valves exist, the staff requires that position indication be provided for them in the control room. 2 Commit to provide this indication for any valves meeting this criterion.

RESPONSE

Assurance will be provided, in the FSAR, that any manually operated valves in the ECCS which, if incorrectly posi-tioned, could unacceptably degrade ECCS performance will be 3 maintained in their correct position. If this assurance is not acceptable to the staf f, position indication in the control room will be provided for these valves.

PVNGS-4&5 PSAR is simulated by inducing current to the circuit breaker trip coil. A random sample of molded case circuit breakers required for the protection of con-tainment electrical penetrations will be tested periodically to verify the overcurrent trip setpoint in accordance with IEEE-20. The PVNGS design does not have combinations of fuse and circuit breaker or two fuses for circuits being fed through electrical penetrations.

(d) The penetration assemblies are designed to preclude the failure of penetration seals due to a single failure of the primary breaker. Any such single failure will be protected against as indicated in the response to 8A.1.b. above.

(e) Where external control power is used for tripping breakers (RCP motors), separate non-Class IE battery sources are used to provide tripping signals for primary and backup breakers.

It should be noted that the PVNGS-1,2&3 design was 2 reviewed against Regulatory Guide 1.63 Revision 0 and approved for construction. The PVNGS Qualification Review Update Letter dated October 12, 1978 required a response to Regulatory Guide 1.63, Revision 2. As the changes made by Revision 2 of Regulatory Guide 1.63 did not involve the electrical protection of penetration assemblies, the PVNGS design in this area has not been modified. The responses given to question 8A.l.a. through 8A.l.e. describe the existing design for PVNGS-1,2&3 and will not be modi-fled for PVNGS-4&5.

QUESTION 13A.1 In view of the added responsibilities for Units e and 5, des-cribe your plans for expanding the capability of your Nuclear Services Department. This may be done by updating Tables 13.1-1 and 13.1-2 of your application.

RESnONSE: As each of the PVNGS units are scheduled for operation two years apart, the peak number of personnel required to support Units 4 and 5 during the construction phase is not expected to exceed those shown in PVNGS-1,2&3 PSAR Table 13.1-1 and 13.1-2. As the work load required for the design, construction and startup for Units 1,2 and 2

3 decreases, the workload for offsite engineering support and construction for Units 4 and 5 Will be increasing. Hence the overall effect will be a manpower leveling. Inherent in this logic is the fact that engineering design will be complete and the bulk of the procurement work will be complete once these tasks are completed for Unit 1. In any case, the manpower requirements are periodically reviewed and adjustments made as the workload dictates.

QUESTION 13A.2 Describe the shif t crew compositions for the operation of the fourth and fifth units.

RESPONSE: During normal, five-un operation, each unit shift complement will be as described in the PVNGS-1,2&3 PSAR Section 13.1.2.3 as referenced in the PVNGS-4&5 PSAR.

Calculations to determine the high water surface during the PMF peak discharge are shown in table 2.4-13.

Streambed profiles for realigned East Wash and Winters Wash are l7 provided in figures 2.4-21A and 2.4-21B. The Manning's "n" value of 0.045 which is considered applicable to Winters Wash

> R and East Wash was determined from references which recommended values ranging from 0.035 to 0.050. (30) (31) (32) This value (0.045) is considered conservative for calculating flood flows in ephemeral desert streams in the site area.

Data of the cross sections used to determine the high water surface during the PMF peak discharge are shown in table 2.4-14. The computed water elevations due to the PMF flood of 172,400 cfs are shown in table 2.4-15. It can be seen that the high water elevation near Unit 3 is 944.7 feet, which is 6.3 feet lower than the grade level of Unit 3.

7 Since the drainage basin of East Wash at the north line of Section 34 extended eastward is only 6.8 square miles and the area from that point to cross section F is 1.2 square miles, the added area contributes a significant amount of additional drainage to East Wash at cross section F. A PMF was therefore computed at cross section F and found to be 18,700 ft /s. Due to the constricted East Wash channel at cross section E, a PMF of 17,640 ft /s was calculated at cross section E by interpo-lating between the PMF at the north line of Section 34 3

(Arlington Quadrangle) extended eastward (16,600 ft /s) and the PMF at cross section F (18,700 ft 3/s). The drainage basin of East Wash measured at cross section E is 7.4 square miles.

The assumption was made that the 3:1 slope of the riprapped June 2, 1975 2.4-41 Amendment 7

PVNGS-1,2&3 PSAR HYDROLOGIC ENGINEERING embankment shown in figures 2.4-2 and 2.4-2C was in place and of sufficient height to prevent overtopping. Data of the cross sections used to determine the high water surface during the PMF peak discharge are shown in tables 2.14-16 and 2.4-17.

Ill) 7 The standard step method was used to calculate the back-water profile from cross section F to determine the water sur-face elevation at various cross sections. A PMF of 17,640 ft3 /s was applied at cross section F by assuming the normal depth at this cross section. The computed results are summarized in table 2.4-15. It is shown that the propospd 15l embankment on the site is not inundated by the PMF in East 7l Wash.

A construction access road crosses realigned East Wash between Sections G and H of figure 2.4-2. The road crossing is not designed to pass the PMF for East Wash. Prior to fuel loading for Unit 1, either: (1) the road crossing will be removed, 20 (2) a low water crossing will be installed, or (3) the East Wash embankment will be raised, from the road crossing to the hill near Section G of figure 2.4-2 and the road profile will be modified to maintain an adequate cross-sectional flow area to pass the PMF with 2 feet of freeboard on the East Wash embankment.

PVNGS-1,2&3 PSAR HYDROLOGIC ENGINEERING The maximum water surface and adjacent grade elevations for the ponds are shown in figure 2.4-2. The ponds are designed as Seismic Category I structures to remain functional follow-ing the safe shutdown earthquake (SSE) .

2.4.8.2.2 Station Makeup Reservoir Makeup water is stored onsite in a below grade impoundment east lR of the power block area as shown in figure 2.4-2. Total sur-face area corresponding to normal operating elevation is 6 80 acres with an active storage capacity of approximately 2000 acre-feet. l20 The maximum normal operating water surface elevation of 950 l3 in the reservoir is 1 foot lower than the grade at Unit 3.

The reservoir water depth at normal operating elevation is ,

6 29 feet. The area capacity curve for the reservoir is shown in figure 2.4-35. An additional 1.5 feet of depth is provided to contain the 6-hour probable maximum precipitation and to accommodate occasional excess flow from the reclamation plant R

in emergencies. A minimum 3-foot freeboard is provided to accommodate waves and runup. The maximum slope of the reservoir sides is three horizontal to one vertical. Design 6 details for the reservoir are given in figure 2.4-38.

Since the inflow is regulated by the reclamation plant and R the reservoir is excavated below grade, the possibility of rupture or an uncontrolled water release is very remote. Due to the location of the reservoir and the surrounding terrain, 6 an accidental overflowing of the reservoir will not affect safety-related systems or structures.

is 7.4 inches per year as given in table 2.4-22C. Based on the above, a net evaporation rate of 65.0 inches per year is used in the reservoir design.

PVNGS-1,2&3 PSAR HYDROLOGIC ENGINEERING 2.4.8.2.3 Evaporation Ponds The circulating water system blowdown, waste water from the reclamation plant, and waste water from other miscellaneous station sources are discharged into the evaporation ponds at the rate of approximately 1000 gal / min per unit. Total dis-solved solid content of the influent ranges from 14,500 to 16,900 ppm. The influent carries approximately 100 tons of solids (dry weight) par day per unit into the ponds.

3 The evaporation ponds could be designed to retain all residual solids over the 40-year plant life. The net lake evaporation rate for fresh water in the site area is 65.0 inches per year (as described in section 2.4.8.2.2). Due to the continuous evaporation process from the ponds, a consequent buildup of solids results in a progressive decrease in the evaporation rate. This decreased rate is provided for in the design of the evaporation ponds.

20 Analyses indicate a pond 600 acres in area with 20 feet of water depth is sufficient for three units over the plant life, assuming no blowdown treatment or sludge removal. Average residual solid deposit buildup is less than 12 inches after 3 40 years.

Evaporation ponds are developed in stages as required. Approx-imately 250 acres of ponds will be constructed initially; l17 these will provide sufficient capacity for at least 4 years 20 from the startup of Unit 1. Subject to the results of con-tinuing studies of blowdown treatment methods and pond sludge l3 removal alternativen, additional ponds may subsequently be constructed in a similar manner. The site contains sufficient area to accommodate the ultimate pond size should this be 3 required. Due to the nature of existing topography, the pond February 12, 1979 2.4-66E Amendment 20

PVNGS-1,2&3 PSAR HYDROLOGIC ENGINEERING area is divided by dikes into smaller sections to produce a terraced pond. The location of the evaporation ponds is shown 3 in figure 2.4-2.

The ponds developed during the first stage will be divided into smaller sections through internal dikes. The ponds will be interconnected through overflow weirs or sluice gates. The maximum slope of the ponds will be three horizontal to one 3l vertical. The area capacity curves for each pond section are 7l shown in figures 2.4-39 through 2.4-41. Design details for each evaporation pond section are given in figure 2.4-44.

A reserve storage capacity of 1.50 feet of pond depth is provided to contain a 6-hour thunderstorm probable maximum 3 precipitation (PMP) and occasional plant waste water discharge during startup. In addition, a minimum of 2 feet of free-board is provided to accommodate waves and runup.

Since the ponds are designed to retain all the waste water, including PMP, over the plant life, no spillway or outlet structures are provided.

PVNGS-1,2& 3 PSAR HYDROLOGIC ENGINNERING to permit safe shutdown and cooldown of the unit and to maintain it in a safe shutdown condition for 15 days. The independent makeup water sources described above ensure a continued capability after 30 days in the safe shutdown condition.

Plant firewater requirements and sources are described in section 9.5.1. Fire protection water is normally obtained by means of electric-motor and diesel driven fire pumps from the

' fire protection /well water storage tanks. In addition, each l14 unit yard main includes pump connections for obtaining water from the circulating water system cooling tower basins using portable pumps in the unlikely event the normal water supply is unavailable. Firewater is not drawn from the ultimate heat sink.

2.4.12 ENVIRONMENTAL ACCEPTANCE OF EFFLUENTS Westes from the blowdown reclamation facility will be discharged into an evaporation pond. The discharge flow from the reclama-tion system will be approximately 60 gallons per minute for three operating units. The thick, viscous material will be discharged into the 200-acre pond. The material itself may also form a seal 20 against seepage into the ~rrSund system. The rainfall in the site area is not expectea dilute this material sufficiently to cause seepage.

Makeup water for cooling tower operation will consist of treated wastewater effluent from the City of Phoenix 91st Avenue February 12, 1979 2.4-75 Amendment 20

PVNGS-1,2&3 PSAR HYDROLOGIC ENGINEERING Sewage Treatment Plant, and will be stored onsite in a reservoir. The water will receive additional treatment before storage with a resulting total dissolved solids (TDS) concentra-tion of about 1000 milligrams per liter. Seepage from the reservoir could possibly reach the mound of perched groundwater under the site. The TDS concentration of the perched ground-water is as great or greater than that of the stored makeup water (section 2. 4.13.1) and no adverse ef fect is ey.pected.

2.4.13 GROUNDWATER The alluvial basins of the Basin and Range Lowlands Physio-graphic Province make up the large reservoir of ground-water in southern Arizona. Nearly 5 million acre-feet of water is withdrawn annually from the groundwater reservoirs. The most productive zones consist of thick deposits of sand and gravel that in places are overlain and interbedded with units of silt and clay. Groundwater conditions may range from water table to artesian, and the thickness of sediments ranges from 1000 to more than 5000 feet.

Geological features of an alluvial basin in the Basin and Range Lowlands Province are shown in figure 2.4-22. The lower Hassayampa-Centennial Basin II which includes the site area, is a similar basin. Geological features of the site area are discussed in section 2.5.

Alluvial materials in the desert basins of Arizona are uncon-solidated or poorly consolidated. Porosities of the alluvium range from 10 to 40 percent and the average is about 25 percent.

Water moves very slowly through the reservoir rocks, generally not more than a few tens or hundreds of feet per year in permeable sediments, and a few inches per year in materials of low permeability.

Arizona desert basins contain no natural lakes. Groundwater reservoirs contai n only natural water reserves. The alluvial 2.4-76
