Dear Mr. Chairman:

As you know, the accuracy of my testimony on August 8,1977, before your Subcomittee concerning the existence of evidence of possible diversion of special nuclear material frca a nuclear fuel processing plant in Apollo, Pennsylvania (Apollo /fiUMEC), has received extended The background of this matter is addressed subsequent consideration.

With reference to that part of my testimony regarding the fluclear Regulatory Commission's assurances that no significant quantities of special nuclear material had been diverted or stolen, I was in error in not limiting my response to only the period covered by the flRC's MUF report, i.e., January 1, 1968 to September 30, 1975.

I was incorrect in stating that it was the position of the Commission that there has been no evidence that a diversion had taken place in the pre-1968 time period, and, in particular, with respect to Apollo /fiUMEC.

On the basis of my present knowledge of the matter, I wish to state that I an aware of no conclusive evidence that a diversion of special nuclear material either did or did not take place at Apollo /?iUMEC.

I respectfully request that my testimony on this matter at your August 8,1977 hearing be corrected accordingly.
