Dear Mr. Sheckells:

On February 14, 1974 we sent to the Council on Environmental Quality, the Environmental Protection Agency, and other Federal agencies copies of our Final Environmental Statement related to the construction of the Hope Creek Generating Station, Unit Nos.1 and 2.

On April 13, 1978, the Atomic Safety and Licensing Board issued a Second Supplementary Initial Decision and on January 12, 1979, the Atomic Fafety and Licensing Appeal Board issued a Decision which modified the FES. The Licensing Board and Appeal Board issuances discuss the probability of postulatea flammable gas cloud accidents caused by liquid natural gas and liquid petroleum gas tankers which could affect the Hope Creek Generating Station.

Under the provisions of 10 CFR 51.52, the Final Environmental Statement is deemed modified by the Second Supplemental Initial Decision of the Atomic Safety and Licensing Board issued April 13, 1978 and the Appeal Board Decision to show that the flammable vapor cloud accident is so unlikely that its environmental impact need not be considered.

Also enclosed is a copy of a related Federal Register notice.
