TECHNICAL SPECIFICATIONS FOR SOLIDIFICATION OF RADI0 ACTIVE WASTES (FcGuire Nuclear Station, Units 1 and 2)
Your letter of Cecember 18, 1978 forwarded a copy of your draft radiolog-ical effluent technical specifications for the McGuire Station.
You stated that they did not address the matter of solidification of radioactive wastes and that you did not intend to submit such a technical specification until after the nuclear industry had reached an agreement on this matter. You further stated that you do not intend to use the soldification system in-stalled at McGuire until you perform additional evaluations, and that you are in the process of negotiating with an cutside contractor to perform solidification services.
We have reviewd the information provided by your December 18, 1978 letter and find it to be less than satisfactory in that it dismis.,es our require-ments for a waste solidification technical specificatic.1, and for a process control program, and cmits technical specifications for potential radic-active sources such as the condensate resin holding area. You should note that Section 11.2.3 of the VcGuire Safety Evaluation Report was based on the systei:1 you proposed in the FSAR. Even if you decide to utilize an outside contractor, we will require that the solidification services be performed in accordance with appropriate technical specifications.
Continued delay on your part to forthrightly address these requirements will only result in an adverse impact regarding the potential issuing of an operating license. We strongly suggest that you reconsider and submit the required information promptly and arrange to meet with the staff subsequent to the submittal.
