By your application and affidavits, dated March 8,1979, you submitted a report on the North Anna Power Station, Units 1 and 2 entitled, r

" Service Water Reservoir ana Spray System Performance Testing and Evaluation," and requested that it be withheld from public disclosure pursuant to 10 CFR 2. 790.

Your reasons for requesting our withholding this report from public disclosure are contained in Attachment 2 to your letter which states that the information enables you to determine the actual thermal performance of the spray system at North Anna, evaluate test results after modifications to the spray system which could improve the thermal performance of the system, and verify the adequacy cf certain performance models of the spray system for the meteorological and plant conditions experienced during the test.

written and performed by Ford, Bacon & Davis Utah Incorporated, Engineers-Constructors. The affidavit is signed by S. C. Brown, Jr. of VEPC0 as is Attachment 2, but gives the reasons that Ford, Bacon & Davis Utah Incorporated (FB&DU) consider their report proprietary.

FB&DU, the owner of the proprietary models used in analyzing the North Anna facility said that some of the results of these analyses were proprietary in that they furnish extensive infomation about the nature of the models, and in fact, reveal the essential workings of the models in the areas of spray pond thermal perfomance and water inventory.

Physical expressions or representations which specifically and directly reflect the application cf unique knowledge or expertise gained by FSE.DU at co:Giderable expense and effort are claimed to be confidential and proprietary.

The designated information is not available in public sources to the best knowledge and belief of both VEPC0 and FB&DU.

VEPC0 is the owner of the information j=

and FBSDU the consultant.

The information designated as proprietary could be properly acquired by others only through the expenditure of substantial quantities of money, time, and effort. Release of this infomation to the public would jeopardize not only the competitive

status of VEPC0 but FB&DU as well.

m We have reviewad your application and material based on the requirements and criteria of 10 CFR 2.790 and have determined that the above-mentioned

document sought to be withheld contains trade secrets or confidential anc prcprietary commercial information.

We also have found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not outweigh the demonstrated concern for protection of your competitive position. Accordingly, we have determined that the information should b'e withheld from public disclosure.

We therefore approve your request for withholding pursuant to Section 2.790

of 10 CFR Part 2 and are withholding the report entitled, " Service Water Reservoir and Spray System Performance Testing and Evaluation" from public disclosure as proprietary.

Withholding from public inspection shall not affect the right, if any, of M

persons properly and directly concerned to inspect the documents.
