Dear Mr. Reed:
The Commission has issued the enclosed Amendment No. 46 to Facility Operating License DPR-39 and Amendment No. 43 to Facility Operatirig License No. DPR-48 for Zion Station, Unit Nos. I and 2, respectively.
The anendments consist of changes to the Technical Specifications in response to your application of January 13, 1976, as modified on July 14 and December 9, 1977, and April 27, August 1 and 24, 1978.
These amendments require operability and surveillance of shock sup-pressors (snubbers) used to protect the reactor coolant system and other safety relat'ed systems and components. These amendments reflect changes from your proposals.
With regard to the snubber surveillance schedule of Section 4.22.la, in particular, the maximum interval between inspections will be 12 months 125% rather than 18 months -25%
as contained in our model Technical Specifications of December 18, 1975 and your revised proposed Technical Spec 1fications of August 1,1978.
Your staff has agreed to these changes.
Copies of the Safety Evaluation and the Notice of Issuance are also enclosed.
