Narrative

Report for LER 50-366/1980-104 On 7-11-80, 8:00 AM EDT while in the normal shutdown mode, the 4 KV emergency switchgear 2F normal supply breaker

tripped, and the switchgear swapped to the alternate supply breaker which subsequently tripped at 2:00 PM EDT.

The 2F bus was then considered inoperable (per Tech Specs 3.8.2.1.a).

Following each trip, the "B"

diesel started and was available for powering the switchgear, if required.

An overload condition was suspected as the cause of the trips.

Load was reduced on the bus and the normal and alternate supply breakers were restored to service.

The neutral overcurrent protective relay for each supply breaker had operated.

Current readings were taken at this relay, and the neutral current was discovered to be abnormally high.

Current readings were chec,ked on the feeder loads and found to b'c acceptabic.

At 4:00 PM EDT on the same

date, a

jumper was discovered missing within the 4 KV emergency switchgear 2F normal and alternate supply metering / relaxing current loops.

As a result of the missing

jumper, the normal and alternate supply breakers misinterpreted normal fully loaded current conditions as an overloaded / unbalanced condition.

This jumper did not affect diesel breaker availability.

By 6:00 PM

EDT, the jumper had been installed thereby restoring the current loop to its original design.

Current readings in the neutral icg were taken and found to be acceptable.

Current readings were also taken at switchgear 2E and 2G to verify that a similar condition did not exist.

The

cause

of the missing jumper was apparently a

construction deficiency.

This event is not repetitive in nature.

There was no disruption in reactor shutdown activities as a result of losing switchgear 2F.

The unit is now in full compliance with the requirements, and no further reporting is required.

There were no effects upon public health and safety due to this event.

Similar current checks were made on Unit I and found OK.
