The procosed changes would replace
- ne existinc inservice inspection crogram in Section 4.6.F with a program nat meets the recuirements of 10 CFR 50.55a(g).
This inservice insoection orogram is acclicable to the 20-c.cnth period that ccmmenced on March c,1977.
he rumo and valve testing cortion of the licensee's crocosed program will be addressed in a separate action when that ::ortion of the review is ccmolete.
The crocosed inservice inspection program includes request for relief from certain ASME Ccde requirements pursuant to 10 CFR Part 50.55a(g)(6)(i).

(2) The 22" recirculation no::les are located in tne lower portion of the reactor vessel and are not accessible for Cerfo ming volumetric or licuid penetrant examinations from the vessel interior.
Because of the nor:les' geometry, ultrasonic examination of the inner radiused sections would be difficult to perform from the vessel exterior and the results even more difficult to inter: ret without a full scale mock-up of the nor:les.
Examination of the nor:les' welds and heat affected zones will be performed from the exterior surfaces.
Because of the low themal differential at t'e nozzles, they would not be subject to thermal shock and other known conditions which could cause flaw growth.
'eie conclude that the examination of the no::les' welds from the exterior surface, the existing thermal and nydraulic conditions, and *.he conservative vessel design are adequate for providing assurance tnat the structural integrity of the recirculation inlet no::les is maintained and will not be comoremised.

Furtnermore, the licensee nas statec that the threads of nuts would interfere witn :ne scend cath anc acid precluce a meaningful examination for a circumferen.ial scan.
The staff concurs with this position.
The staf' considers the icngitudinal failure of the closure nuts of greater consecuence tnan a transverse failure emulating frem the thread of ne root.
The longitudinal failure cause the nut c lese i.s ability to perform its function wnere the transverse failure consequences :.re not as severe.
Later ecitions of tne ASME Ccce have changec recuiremen 3 te surf ace examinations as a result of tne problems in cerforming the volumetric examinations and the ability of the surf ace examination c de act cotantial flaws with safety significance.

ICE I1SPECTION PROGRAM We find tna: :ne Inservice Inspection Program (excluding pumos and valves) for :ne Dresden Station Unit No.1 meets the requirements of caragrach (g) of 10 CFR Part 50.55a, " Inservice Inscection Requirements," and that the pectosed changes to the Technical Specifications are acceptable.
Pursuant to 10 CFR Part 50.55a(g)(5)(i), we have granted relief frcm scecific recuirements, stated in :ne ASME 3&PV Code,Section XI,1974 edition including the Sumer 1975 Addenda, which we have concluded to be imcractical for this facility because of the component or system design, gecmetry, or materials of construction of the components.
In some cases, relief was granted only af ter imcosing the alternate inscection requirements.
On this basis, we find the requested relief is authorized by law, will not endanger life or property or the comon defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
ENVIRONMEFAL CCNSIDERATION
'.le have determined that the amendment and the granting of the recuests for relief do not authorize a change in effluent tyces or :ctal amcunts nor an increase in power level and will not result in any significant environmental in::a c t. Having made this determination, we have further concluded nat the amendment anc relief involve actions wnich are insigniticant from the stand-coint of environmental inpact and, pursuant to 10 CFR !51.5(d)(J), that an environmental imcact statement or negative declaration and environmental imcact acoraisal need not be orecared in connection with the issuance of these actions.
CCNCLUSION We have concludec, based on the considerations discussed above, that:
(i} because the amencment does not involve a significant increase in the cr:bability or consecuences of accidents creviously considered and does not involve a significant decrease in a safety margin, the amendment dces not involve a significant hazards consideration, (2) there is reasonable assurance ina: :ne healtn and safety of the Cublic will not be encangered by Ocerati:n in the cr000 sed manner, and (3) such activities will De
