Inspection 70-820/79-02 This refers to the inspection conducted by Mr. W. Madden of this office on January 22-26, 1979, of activities authorized by NRC License No. SNM-777 and to the discussions of our findings held by Mr. Madden with yourself at the conclusion of the inspection, and to a subsequent tele-phone discussion between Mr. Madden and Mr. R. Gigliotti of your staff on January 29, 1979.
Areas examined during this inspection are described in the Office of Inspection and Enforcement Inspection Report which is enclosed with this letter. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.
In addition, our inspector examined those activities conducted under your license SNM-777 relating to improvements in your Physical Pro-tection Program required by USNRC Special Inspection Report 70-820/78-10 (Confidential-NSI) dated April 24, 1978, and Section II of USNRC Inspec-tion Report 70-820/78-15 (Confidential-NSI) dated August 1,1978, USNRC Immediate Action Letter dated October 16, 1978 and your implemented actions covered by your response letters dated October 18, 1978, October 23, 1978, October 30, 1978 and November 2, 1978.
Our inspectors also reviewed the actions required as a result of the USNRC "Special Safeguards Review of UNC's Fuel Recovery Operation" (Confidential-NSI) conducted between October 31 and November 3, 1978 as covered in your letters dated January 3,1979 (Confidential-NSI) and January 22,1979 (Confidential-NSI) which were addressed respectively to this office and the USNRC Physical Security Licensing Branch (NMSS).

Your plans for completion of those remaining items identified in Section III and IV of this report, will be reviewed by our inspectors during the next scheduled USf1RC Inspection.
Within the scope of this inspection, no items of noncompliance were observed.
The enclosed Inspection Report contains Confidential-flational Security Information pursuant to Executive Order 12065; therefore, the pertinent sections of the inspection report enclosed will not be placed in the Public Document Room and will receive limited distribution.
Additionally, in accordance with Section 2.790(d) of the f1RC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of your control and accounting procedures for safeguarding special nuclear materials and your facility security procedures are exempt from disclosure; therefore, the pertinent sections of the enclosed inspection report will not be placed in the Public Document Room and will receive limited distribution.
