Response to I&E Inspection 50-29/79-02 Reference is made to I & E Inspection 50-29/79-02 which was conducted by your Mr. J. Higgins from February 13 to 16 of 1979 at the Yankee Nuclear Power Station (Yankee Rowe) in Rowe, Massachusetts. The report written subsequent to this inspection identified one item which the inspector fe1t was not conducted in full compliance with NRC requirements.

In accordance with the requirements of Section 2.201 of the NRC 's

" Rules of Practice," Part 2, Title 10, Ccde of Federa1 Regulations, we are submitting the fo11owing action taken on this item:

Apparent Item of Non-Compliance:

" Item 4.c.:

10 CFR 50.55a(g)(4) require.s that water cooled power reactors meet Section XI of the ASME Boiler and Pressure Vessel Code and paragraph IWV-3410(a) of Section XI which requires that Category A and B valves be exercised at least ence every 3 months.

Contrary to the above, the Category B valves listed in OP-4705, Revision 1, (e.g. CH--MOV-521, DW-MOV-655, EV-V-7 and DW-V-777) were not exercised from August 8, 1978, to February 16, 1979."

This item was satisfactorily addressed in a telephone call to the inspector and is documented in the Inspection Report No. 50-29/79-02 (Ref.b).

Corrective Steps Which Will Be Taken to Avoid Further Items of Non-Compliance:

The procedure for testing the referenced valves, OP-4705, has been included in the plant's " Surveillance Procedure Follow System."

This system provides management a means of tracking Surveillance procedures to ensure that they are completed on schedule.
