This responds to your January 2,1979 letter expressing concern about our December 6,1978 letter on completeness and accuracy of information submitted by licensees and applicants.

We scnt identical let.ters to all power reactor operating license and construction permit holders.

The purpose of our December 6 letters was to identify an area where some licensees' perfonnance has been less than that desired. The intent was to enable the recipients to avoid situations wnich could lead to enforce-ment action based on submission of inaccurate or incomplete information.

We agree that whenever specific instances of failure to meet f1RC require-ments are identified, the responsible persons should be notified.

In those cases where we have identified inaccurate or incomplete information submissions, the companies involved have been specifically notified and appropriate enforcement actions have been taken. flo such discrepancies have been identified in the infonnation submitted by Public Service Company of Oklahoma.

I hope that this clarifies any misunderstanding about our December 6,1978 letter.
