NEDE-12610 EMPLOYEES ONLY RADIATION EMERGENCY PLAN GENERAL ELECTRIC COMPANY VALLECITOS NUCLEAR CENTER Pleasanton, California 1.0 PURPOSE The purpose of the Radiation Emergency Plan is to provide guidance and instruction in maintaining the objectives of the Nuclear Energy Business Group to protect personnel, Company property, and other interests in the event of a radiation accident. Authority for preparation of this plan is contained in NED OPG 100.5, issued March 15,1976.

2.0 SCOPE This plan describes the program established to respond to a radiation emergency other than a local criticality or an incident characterized by high exposure of personnel to any form of penetrating radiation. Refer to Plan D-5 for information regarding response in these latter areas. Whereas Plan D-5 addresses emergencies which threaten external exposure of Site personnel, Plan E-5 discusses emergencies characterized by major releases of radioactive material within or beyond Site boundaries.

Implementing procedures for this plan shall be established and maintained by each function responsible for a portion of the plan as described herein.

3.0 EMERGENCY EQUIPMENT AND FACILITIES Assembly Areas and erriergency equipment are available for use. See Plan D-5, Section 3.0, for further information.

4.0 EMERGENCY RESPONSE

1. If the radiation emergency is accompanied by high levels of penetrating radiation, the crticality monitoring system will activate alarms and initiate emergency response as detailed in Plan D-5, Section 4.0.
2. If the emergency is of such a nature that the criticality system is not activated, the individual discovering the emergency shall dial telephone extension 4211 and describe the emergency conditions. The Primary Emergency Control Center (GETR) and/or the Secondary Emergency Control Center (Security) will answer the call.

The GETR Shif t Supervisor, acting as temporary Emergency Operations Commander (EOC), will announce building or area evacuations as judged necessary. If GETR fails to answer the call, the Secondary Emergency Control Center will announce building or area evacuation.

The ALL CALL announcement shall state," ATTENTION, ATTENTION. RADIATION EMERGENCY BUILDING (Area) , RADIATION EMERGENCY BUILDING (Area) . EVACUATE BUILDING (Area) .

5.0 ORGANIZATION AND RESPONSIBILITIES Emergency organization and responsibilities remain as described in Plan D-5, Section 5.0.

An additional emergency team designated as the Emergency Environmental Team shall be activated at the discretion of the EOC. This team shall be responsible for collecting data concerning the release of radioactive material to the environment and appropriately marking off contaminated areas. Specific duties will include environmental air sampling, soil and vegetation sampling, water sampling, and radiation and contamination surveying of the accident area.

6.0 EVACUATION OF PERSONNEL If conditions exist which threaten the safety of either Site personnel or off-Site residents and travelers, the EOC shall recommend to the Manager, IPO, one or more of the following courses of action:

6.1 EVACUATION OF ON-SITE PERSONNEL Personnel shall be requested to evacuate by announcement on the ALL CALL system. The EOC will edit the content of this announcement to include information relating to the following if appropriate:

1. Radiation surveys of automobiles.
2. The use of car pooling.
3. The identification of the off-Site Assembly Area. One of the three following locations will be designated:
a. Suno! Fire Station.
b. San Francisco Water Park (Sunol).
c. Alameda County Fairgrounds (Pleasanton).

6.2 EVACUATION OF OFF-SITE PERSONNEL If evacuation of residents adjacent to VNC becomes necessary, the EOC shall assign an individual to make contact in person if time permits or to make notifications by telephone. Appendix A lists names, addresses, and phone numbers of residents and stipulates the format of a notification letter.

6.3 ESTABLISHMENT OF ROADBLOCKS ON VALLECITOS ROAD The California Highway Patrol shall be requested to establish roadblocks east and west of the Site on Vallecitos Road.

7.0 NOTIFICATION OF EXTERNAL AGENCIES Agencies and notification guidelines are described in Plan D-5, Section 6.0.

The following additional agencies must be notified by authorization of the EOC if the safety of off-Site personnel is jeopardized. Telephone numbers are listed in Appendix B.

NEDE-12610 7.1 CALIFORNIA HIGHWAY PATROL Request for roadblocks on Vallecitos Road may be made by telephone using the following statement:

"This is of the General Electric Company, Vallecitos Nuclear Center, near Pleasanton. We have had an occurrence at the Vallecitos Nuclear Center involving radioactive ,

material. The extent of the occurrence is now being investigated; however, we believe that, as a precautionary measure, traffic should be prevented from passing the Site on Vallecitos Road. This can best be done by establishing a blockade at the freeway entrance to Vallecitos Road at the west end near Sunol, and at the east end, near Livermore at Vineyard Road.

All through traffic can then be diverted through Pleasanton via Vineyard Road. If you wish, we can have Vallecitos Nuclear Center personnel meet your patrolman at either or both of these points."

7.2 OTHER AGENCIES The following agencies will be notified of evacuations (on-Site or off-Site) and roadblocks:

1. Alameda County SherifI's Office.
2. Alameda County Health Department.
3. Sunol Fire Station (Department of Forestry) 8.0 PREPAREDNESS Preparedness of emergency teams shall be maintained through the use of training sessions and drills developed and implemented by each responsible emergency function.

Annual exercises shall be planned and performed which implement and test the coordinated response of all emergency functions.
