SUBJECT:
PETITION TO REV0KE SEABROOK CONSTRUCTION PERMITS I enclose a copy of a petition forwarded to Region I by the Clamshell Alliance which asks the Commission to revoke the construction permits for the Public Service Company of New Hampshire's Seabrook facility.
Although a well-reasoned answer should be prepared in response to the petition, with a copy sent to the Secretary and 0GC for review pur-suant to 10 CFR 2.206, we do not propose formal treatment of the petition by notice in the Federal Register and publication in the Nuclear Regulatory Connission Issuances. We suggest preparation of a response in letter fonnat to be sent to the Clamshell Alliance.
This office will be available to work with your staff to prepare an appropriate response. Please send a copy of all correspondence re-lated to this matter to this office. Assuming that this matter can be handled relatively promptly, there is no need to send letters to the Clamshell Alliance or the licensee noticing receipt of the petition.
