WASHINGTON, D. C. 20555

MAY 8 1979 Clamshell Alliance 62 Congress Street Portsmouth, New Hampshire 03801 Gentlemen:

On March 22, 1979, you forwarded a petition to the Nuclear Regulatory Conmission to revoke the construction permits for Seabrook.

We have completed our review of that petition and hereby advise you in accor-dance with 10 CFR 2.206(c) of the Conmission's regulations that no proceeding to revoke the construction permits for Seabrook Statior.,

Units 1 and 2, will be instituted in response to your petition of March 22,1979.

No proceeding is being instituted because the Atomic Safety au Licensing Board, the Atomic Safety and Licensing Appeal Board, and the Cormis-sioners have already considered your concerns in the extensive Seabrook construction permit proceedings to the extent they relate to the Seabrook Station. See, for example, CLI-78-1, 7 NRC 1 (January 6,1978); ALAB-422, 6 NRC 33 (July 26,1977); Initial Decision, 3 NRC 857 (June 29,1976). It was their decision that the Public Service Company of New Hampshire be granted permits for the constructicn of Seabrook Station, Units 1 and 2.

Your petition does not provide any new information and, in particular, does not even claim any change in the information relied upon by the Licensing Boards and the Commissioners.

Si ncerely, J
