Dear Sir:
Pursuant to Section 2.201, Title 10, Code of Federal Regulation, Boston Edison Company hereby responds to the item of noncompliance contained in Inspection Report No. 78-27.
Item Section 6.9.C.1 of Appendix A, Technical Specifications, requires that a report shall be submitted to the Commission within 60 days after January 1 and July 1 of each year specifying the quantity of each of the principal radionuclides released to unrestricted areas in liquid and gaseous effluents during the pre-vious six months.
The format and content of the report shall be in accordance with Regulatory Guide 1.21 (Revision 1), dated June, 1974.
Regulatory Guide 1.21 (Revision 1) requires, in part, that all normal and abnormal releases to unrestricted areas be included in the semiannual report.
Contrary to these requirements, the semiannual " Radioactive Effluent and Waste Disposal Report," for the period from July 1 through December 31, 1977, did not include an abnormal release of a total estimated activity of 34.3 uCi of Co-60, 20.7 uCi of Mn-34 and 21.6 uCi of other radionuclides.
This uncontrolled re-Icase resulted from a liquid radioactive spill which occurred in the Resin Addition Room on December 8, 1977, and discharged to the unrestricted area through the plant storm drain system, and subsequently the discharge canal.
This abnormal release was reported to the NRC in a Licensee Event Report (LER 77-051/03L-0), dated January 6, 1978.

Response
The above deficiency was due to a misunderstanding between the two organizations involved in the preparation of the Regulatory Guide 1.21 report with regards to whose responsibility it was to review the LER's for cbnormal releases.
The organizations involved have defined each organization's responsibility in prep-aration of the Regulatory Guide 1.21 report.
Full compliance will be achieved by March 1, 1979.
