Gentlemen:
This refers to the inspection conducted by Mr. M. J. Couge of this
office on October 17-20, 1978, of activities associated with your
application for an NRC Construction Pernit for Yellow Creek Suclear
Plant, Units 1 and 2 and to the discussion of our findings held witb
Mr. L. S. Cox at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in
the enclosed inspection report.
'w'ithin these areas , the inspection
consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
During this inspection, certain activities of your quality assurance
prograr appeared to deviate from the requirements of 10 CFR 50,
Appendix B, " Quality Assurance Criteria for Nuclear Power Plants," of
the SRC regulations. This itera and references to pertinent r equir ement s
are identified in the Notice of Deviation enclosed herewith as Appendix
A.
