Consolidated Edison Company of New York, Inc. (Consolidated Edison)

. transmits herewith three (3) signed originals and forty (40) copies of a document entitled, " Application for Amendment to Operating License,'

sworn to on February 9,1979. This Application requests an amendment to the Technical Specifications for Indian Point Unit No. 2. The proposed Technical Specification changes, contained in Attachment A to this Application, would revise Table 3.12-1 to reflect redesign of the support systems of certain safety-related pipe lines. The purpose of the redesign is to improve the reliability of the sub-ject piping systems by reducing the number of hydraulic snubbers necessary to satisfy design criteria. A Safety Evaluation of the proposed changes is presented in Attachment B to this Application.

During the performance of the support system redesign, Consolidated Edison utilized the outside consulting services of Associated Technologies, Inc. (ATI) and EDS Nuclear (EDS). Their engineering and analytical work provided the basis for hydraulic snubber reduction on the redesigned piping support systems. Accordingly, Consolidated Edison transmits herewith forty (40) copies of the following consultant reports which are the supporting documents for the redesign effort and the requested Technical Specification changes:

Since most of the work associated with the hydraulic snubber reduction program requires an extended plant outage for completion, we are planning to have the entire program completed by the end of the upcoming refueling. Accordingly, Consolidated Edison respectfully requests an expedited review of this Application by the Regulatory Staff and issuance of the appropriate license amendment by April 2, 1979. Since the refueling outage is currently projected to begin in June, 1979, approval of our request by Aprii 2, 1979 would allow sufficient time for factoring the various support modification jobs into the overall outage schedule and for purchase of the necessary materials. Should you or your Staff have any questions regarding this Amendment request, we will be pleased to discuss them with you at your convenience.

In accordance with 10 CFR 170.22, this Application has been determined to be CLASS III, as it involves a single issue and has been deemed not to involve a significant hazards consideration.ne amount Therefore, as of S4,000.00 required by regulation, enclosed is a check L.
