CITY OF TALLAHASSEE NOTICE OF ISSUANCE OF AMENCMENT TO FACILITY GPERATING LICENSE The U. S. Nuclear Regulatory Commissien (the Commission) has issued Amer.dment No.18 to facility Operating License No. DPR-72, issued to the Florida Power Corporation, City of Alachua, City of Sushnell, City of Gainesville, City of Kissimmee, City of Leesburg, City of New Smyrna' Beach and Utilities Commission, City of New Smyrna Eeach, City of Ocala, Orlando Utilities Cermission and City of Orlando, Sebring Utilities Ccamission, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the licensces) which revised the' license for operation of the Crystal River Unit No. 3 Nuclear Generating Plant (the facility) located in Citrus County, Florida.
The amendment becomes effective on February 23, 1979.
The amendment modifies the license to include the current Commissien-approved physical security olan.

-2 The licensees' filings comply with the standards and require-ments of the Atomic Energy Act of 1954, an amended (the Act), and the Commission's rules and regulations.
The Con-ission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significan hazards consideratien.
The Cormission has determined that :he issuance of this amenc-cent will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendnent.
The licensees' filing dated February 1,1973, revised May 17 and November 10, 1978, and the Commission's Security Plan Evalua-ion Report are proprietary information and are being withheld frca public disclosure pursuant to 10 CFR 2.790(d).
The withheld information is subject to disclosure in accordance with the pro-visions of 10 CFR $9.12.
