The Nuclear Regulatory Comission (the Cer::ntssion) has found that:
A-The filing by Florida Power Corporation, et al (the licensees) dated February 1,1978, as revised by Revision No.1 dated May 17, 1978, and Revision No. 2 dated November 10, 1978, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Ccmmission's rules and regulations set forth in 10 CFR Chapter I; E.
The facilicy will operate in ccnfcmity with the application, the provisions of the Act, and the rules and regulaticns of the Cemission; C.
There is reasonable assurance (1) that the act1Yities authoriced by this amendment can be conducted without endangering the health and safety cf the public, and (ii) that such activities will be conducted in comoliance with the Cemission's regulations; D.
The issuance of this amendment will not be inimicai to tne ccr.cn defense and security or to the health and safacy of the public; and E.
The issuanca of tnis amancment is in accordanca with 10 CFR ?:r:

Accordingly,, Facility Goerating License No. DPR-72 is hereby amended by modifying Section 2.D in its entirety to read as follows:
D.
clorida Power Corporation shall maintain in effect and fully inplement all provisions of the Commission-approved physical security plan, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p).
The approved security plan consists of documents withheld from public disclosure pursuant to 10 CFR 2.790(d), collectively titled, " Security Plan for Crystal River Unit No.
3," dated February 1,1978, as revised liay 17 and November 10, 1973.

This license amendment becomes effective on February 23, 1979.
