APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company D -'et Nos. 50-317 50-318 Based on the results of an NRC inspection conducted on November 14-17, 1978, it appears that one of your activities was not conducted in full compliance with conditions of your NRC Facility License Nos. DPR-53 and DPR-69 as indicated below.
This item is a deficiency.
Technical Specification 4.1.3.1.3 requires in part that:
"The CEA Motion Inhibit shall be demonstrated operable at least once per 31 days by a functional test which verifies that the circuit... prevents any CEA from being misaligned from all other CEAs in its group by more than 7.5 inches."
Contrary to the above, documentation associated with CEA partial movement surveillances performed to satisfy the requirements of Technical Specification 4.1.3.1.3, completed July 2,1978 through November 12, 1978 for Units 1 and 2 did not indicate that the motion inhibit circuit had been de.nonstrated operable.
